Town Commission Regular Meeting Minutes Tuesday, April 08, 2025 at 7:00 PM 706 NE Cholokka BLVD CALL TO ORDER Mayor Williams called the meeting to order 7:00 pm INVOCATION AND PLEDGE OF ALLEGIANCE TO FLAG ROLL CALL PRESENT Mayor Jiana Williams Commissioner David Massey Commissioner Kevin Putansu Commissioner Ken Wessberg ABSENT Mayor Pro Tem Judy Galloway Town Staff Present Attorney Derek Folds Administrator Sara Samario Deputy Town Clerk Patty Polk CONSENT AGENDA A motion was made by Commissioner Putansu, seconded by Commissioner Wessberg, to approve the agenda as submitted. Micanopy Brand Library Update Wendy Schneider, Micanopy Librarian gave a verbal report. 4. Willie Mae Stokes Community Center Unavailable CITIZEN’S FORUM Public Comment (public comments limited to 2 minutes per speaker, please) Micanopy Friendship 4-H presented the Town with a $250.00 check to contribute towards a trash receptacle to help keep Micanopy clean. Citizens Present: Bud & Dede DesForges, Sandy Newman, Monica Fowler, Gail Davis, Paul Cohen, Ted Fleming, Preston & Carolyn Crider, Stephanie Bartsch, and Wendy Schneider. Bud DesForges- The Great American Clean-Up went well. Many volunteers participated. Monica Fowler- Kudos to Ken Wessberg and David Holton on the brickwork at the gazebo. Paul Cohen—The Drinking fountain at the playground is not working. The town staff responded that we would replace it soon. Stephanie Bartsch - She and her husband enjoyed volunteering and having lunch with other volunteers. TOWN COMMISSION LIAISON REPORTS 5. Alachua County League of Cities Mayor Williams gave a verbal report. She, Commisssioner Galloway, and Administrator Samario traveled to Tallahassee for legislative days. 6. Alachua County Children’s Trust Mayor Williams gave a verbal report 7. Thrasher Warehouse Board Bud thanked David Holton and Ken Wessberg for helping hang the new sign at the museum. The sign looks good and will fit very well with the other two town signs. Sign made with river claimed heart pine. CITIZEN BOARD AND COMMITTEE REPORTS 8. Planning and Historic Preservation Board Report unavailable. 9. Tree Committee Paul Cohen gave a verbal report and has photos of the tree planting at the Firehouse playground. Although the planting was very tedious, the tree looks great. Arbor Day Celebration - May 9th at 1:00 p.m. They need a proclamation. The shrub will be planted at Micanopy Area Cooperative School, and the elementary school and the Academy will collaborate to plant the tree. Mayor Williams will be there.Gary Hunt, Paul Cohen, and Matt Palumbo from the tree committee will facilitate the Arbor Day celebration. TOWN ATTORNEY REPORT 10. First Reading of Ordinance No. 2025-02, Amendment to the Future Land Use Plan of the Comprehensive Plan Attorney Derek Folds read Ordinance 2025-02 on short title; first reading. Planning & Historic Preservation board recommended via resolution. Discussion ensued. Motion made by Commissioner Wessberg, Seconded by Commissioner Massey. Voting Yea: Mayor Williams, Commissioner Massey, Commissioner Putansu, Commissioner Wessberg 11. First Reading of Ordinance No. 2025-03, Amending the Official Zoning Map of the Land Development Code Derek Folds read Ordinance 2025-03 on short title; first reading. Motion made by Commissioner Putansu, Seconded by Commissioner Wessberg. Voting Yea: Mayor Williams, Commissioner Massey, Commissioner Putansu, Commissioner Wessberg REVIEW AND ACCEPTANCE OF FINANCIAL TRANSACTIONS AND REPORTS 12. Acceptance of the Financial Reporting for Period Ending March 31, 2025 Administrator Samario presented the financial reports. Discussion ensued. Motion made by Commissioner Massey, Seconded by Commissioner Wessberg. Voting Yea: Mayor Williams, Commissioner Massey, Commissioner Putansu, Commissioner Wessberg 13. Proposed 2nd Quarter Budget Amendments Administrator Owen presented. Discussion ensued. Motion made by Commissioner Putansu, Seconded by Commissioner Wessberg. Voting Yea: Mayor Williams, Commissioner Massey, Commissioner Putansu, Commissioner Wessberg TOWN ADMINISTRATOR REPORT Informational. Alachua County is requesting a Joint meeting with our commission. Administrator Samaruo has 2 June dates to choose from; this date will be emailed. Patty Polk's, Certified Municipal Clerk (CMC) celebration will be held before our May meeting. David Holton is working on the masonary structure for our Micanopy sign on 441 and hopes to finish it this week. Representative Hinson is keeping up with our broadband installation with Cox. She spoke to them this afternoon. Micanopy is the legislative appropriations for our water distribution system. NEW BUSINESS 14. FRDAP Grant P25088 - General Administration Contract for Micanopy Native American Heritage Preserve FRDAP Grant administration $1500 will go to administration. grant 50000 dollars. Motion made by Commissioner Massey, Seconded by Commissioner Putansu. Voting Yea: Mayor Williams, Commissioner Massey, Commissioner Putansu, Commissioner Wessberg 15. FRDAP grant P25062 - General Administration Contract for Carson Roberts Sports Complex Administrator Samario presented. Recommend tabling this until we get the athletic association bylaws or passing this with stipulations. They will stock the bathrooms and keep them clean. They will coordinate with all the sports. They will pay $100 a month on electricity. Mayor would like to ask questions of the representative from Athletic association. Wessberg agrees. Whos in charge ? we need a representative. Table until next month 16. Agreement between Town and Micanopy Athletic Association Tabled until next month. 17. Proposed Facility Use Policy for Town Hall Facility Use Agreement. Policy for Town Hall usage. Tentatively approve until we get load capacity. Discussion ensued. Folds will research liability waivers and/or insurance. Can we limit the group or activity. Folds will bring more info to us. Jiana discussed cameras. She would like to be able to protect ourselves and our neighbors. Tabled until next month. 18. Acceptance of Appraisal Services - Response to RFP Administrator Samario presented. A land appraisal will cost $2400.00 We sent out an RFP for appraisal services which were due Feb 17, 2025. We received one. Motion made by Commissioner Putansu, Seconded by Commissioner Wessberg. Voting Yea: Mayor Williams, Commissioner Massey, Commissioner Putansu, Commissioner Wessberg 19. Proposed Agreement with Central Bidding Move Proposed agreement with Central Billing to item 16 from item 19 PRESENT Mayor Jiana Williams Commissioner David Massey Commissioner Kevin Putansu Commissioner Ken Wessberg ABSENT Mayor Pro Tem Judy Galloway Ted Fleming presented his company and is available to answer any questions. He will come back to answer any questions and will be back for training. This will save us time and money. They handle the process. Discussion ensued. Motion made and seconded (Massey/Wessberg) to accept this Central Bidding from Central Auction House; passed 4-0 UNFINISHED BUSINESS TOWN COMMISSIONER REPORTS 20. Commissioner (Seat 1) Judy Galloway Commissioner Galloway absent with notice. 21. Commissioner (Seat 3) David Massey Commissioner Massey commented that Reddick Brothers Hardware donated plants and flowers, which they planted at the community center. Hopefully, this will get the children interested in gardening. 22. Commissioner (Seat 4) Kevin Putansu Mayor Pro Tem Putansu stated that it's great to be a Florida Gator. Spring Pot Luck is April 28 - email has gone out. 23. Commissioner (Seat 5) Ken Wessberg Commissioner Wessberg stated that Landcaster PA will soon complete the Gazebo installation. He is very thankful to have David Holton working for our community. MAYOR (SEAT 2) JIANA WILLIAMS REPORT Mayor Williams thanked everyone all for being here and helping April 19th from 11 am to 2:00 - 9th annual easter day at the Park. Free food, icies, and egg hunt. Thank you all for coming out to the cleanup. Everyone got together and did a great job.
