Town Commission Regular Meeting Minutes Tuesday, June 10, 2025 at 7:00 PM 706 NE Cholokka BLVD CALL TO ORDER Mayor Jiana Williams called the meeting to order 7:02 pm INVOCATION AND PLEDGE OF ALLEGIANCE TO FLAG ROLL CALL Commissioners Mayor Jiana Williams, present Mayor Pro Tem Kevin Putansu, present Commissioner Judy Galloway, present Commissioner David Massey, present Commissioner Ken Wessberg, absent with notice Staff Present Attorney A Derek Folds Administrator Sara Samario Deputy Town Clerk Patty Polk CONSENT AGENDA Motion made and seconded (Galloway/Putansu) to accept the consent agenda as submitted; passed 4-0 1. Agenda Approval 2. Regular Commission Meeting Minutes of May 13, 2025 GUESTS 3. Micanopy Branch Library Update Micanopy Librarian Wendy Schneider gave a verbal report and provided library pamphlets. Motion made and seconded (Putansu/Galloway) to add Willie Mae Stokes Community Center to the agenda; passed 4-0 Bishop Christopher Stokes gave a verbal report. CITIZEN’S FORUM Public Comment (public comments limited to 2 minutes per speaker, please) Citizens present: Bud DesForges, Dede DesForges, Caroline Crass, Bishop C Stokes, Paul Cohen, Raquel Vallejo, Stephanie Bartsch, Xia Williams, Wendy Schneider, Preston Crider, Stoney Slaton, Sandy McGuire, and Ms. McGuire's friend. Bud DesForges discussed the upcoming July 4th parade. Thrasher Warehouse Board will have cookie sales on the grounds. Stephanie Bartsch is thankful for the red fire hydrants. Sandy McGuire has a complaint about the fees at the Micanopy Historic Cemetery. Discussion ensued. Mayor Williams stated that this is outside our wheelhouse; we will research it and meet with the cemetery association regarding the fees for opening the grave. TOWN COMMISSION LIAISON REPORTS 4. Alachua County League of Cities Mayor Williams stated that the Florida League of Cities conference is scheduled in August 2025 and she encourages the other commissioners to attend; it is a great learning opportunity. 5. Alachua County Children’s Trust Mayor Williams discussed the Children's Trust/Opioid Awareness and the commercial will air soon. 6. Thrasher Warehouse Board Bud DesForges, President, discussed the meeting. Commissioner Wessberg is our liaison and was absent from this meeting. They enjoyed Commissioner Galloway's time as their liaison; she had good insight. CITIZEN BOARD AND COMMITTEE REPORTS 7. Planning and Historic Preservation Board Attorney Folds stated that an application for a special use permit was issued to place a camper on a parcel with an active building permit, to be used as an office during the construction of his home. 8. Tree Committee Paul Cohen, Tree Committee Member, discussed that they are watering the tree at the Firehouse Playground and will meet in the fall when Gary Hunt is available. TOWN ATTORNEY REPORT Attorney Folds has nothing to report. REVIEW AND ACCEPTANCE OF FINANCIAL TRANSACTIONS AND REPORTS 9. Financial Reporting for the Period Ending May 31, 2025 Administrator Samario presented the financial reports. Motion made and seconded (Massey/Galloway) to accept the May 31, 2025, financial reports as submitted; passed 4-0 TOWN ADMINISTRATOR REPORT 10. Report Administrator Samario presented. Our joint meeting with the County Commission will be held upstairs on June 16, 2025, at 6:00 pm Broadbrand will be fully operational at the end of the year. We are getting a summer intern to start on June 16, 2025 11. Proposed Budget Workshop Dates Dates for the budget workshops are proposed for July 8, 2025, at 6:00 p.m. and August 12, 2025, at 6:00 p.m. Budget Workshop Dates July 22, 2025 - 6:00 pm, First budget workshop August 12, 2025 - 6:00 pm, Second budget workshop 12. Dedication Ceremony – Beulah Franklin Park Gazebo and Entry Signs Administrator Samario presented a flyer for the dedication of the new Gazebo and the Town welcome signs to be held on July 4, 2025, after the parade. 13. Presentation Recap – CRA Case Study Presented to the University of Florida FIBER Program Mayor Williams and Sara Samario attended a presentation sponsored by Duke Energy. They presented a CRA study and would like to build on this case study. NEW BUSINESS 14. Approval of grant agreement between Town and FDEP for Town of Micanopy Comprehensive Vulnerability Assessment and Adaptation Plan Administrator Samario presented. Discussion ensued. Motion made and seconded (Putansu/Galloway) to approve the grant agreement; passed 4-0 15. Acceptance of offers for surplus items We received two bids for the Micanopy Welcome sign, which was previously located at Seminary Ave/Co Rd 234, with one person withdrawing their bid. The winning bid total is $1000.00. We received one bid for the columns from the old Gazebo for $256.99. The commission consensus is to accept the bids. UNFINISHED BUSINESS None TOWN COMMISSIONER REPORTS 16. Commissioner (Seat 1) Judy Galloway Commissioner Galloway is happy to be here. She gave her condolences for Sandy Tyson's passing. 17. Commissioner (Seat 3) David Massey Commissioner Massey is pleased to be here, as it marks his first anniversary of joining our commission. It has been a great learning experience. 18. Commissioner (Seat 4) Kevin Putansu Mayor Pro Tem Putansu mentioned that Sandy Tyson and Billy Mountain are on YouTube discussing Micanopy's history. Happy Pride Month Next potluck is scheduled for August 4, 2025 - 6:00 pm 19. Commissioner (Seat 5) Ken Wessberg Absent with notice. MAYOR (SEAT 2) JIANA WILLIAMS REPORT Mayor Williams received an email from Anna Prizzia, County Commissioner, inviting us to share on a joint water and policy board. Mayor Williams would like to propose that our commission do some research, and hopefully, one of us will join this board. June is a month of celebration!
