Town Commission Regular Meeting Minutes Tuesday, August 12, 2025 at 7:00 PM 706 NE Cholokka BLVD CALL TO ORDER Mayor Jiana Williams called the meeting to order 7:03 pm INVOCATION AND PLEDGE OF ALLEGIANCE TO FLAG ROLL CALL Commissioners Present: Mayor Jiana Williams Mayor Pro Tem Kevin Putansu Commissioner Judy Galloway Commissioner David Massey Commissioner Ken Wessberg Staff Present Attorney Alison Folds Administrator Sara Samario Deputy Town Clerk Patty Polk CONSENT AGENDA Motion made and seconded (Galloway/Putansu)to amend the agenda to add Willie Mae Stokes Community Center (WMSCC) to the agenda under Guests and to approve the consent agenda; passed 5-0 1. Agenda Approval 2. Regular Meeting Minutes of July 8, 2025 GUESTS 3. Micanopy Branch Library Update 1. Micanopy Librarian Wendy Schneider gave a verbal report and provided the Calendar for August 2025. 2. Willie Mae Stokes Community Center (WMSCC), Bishop Christopher Stokes, gave a slide show report. Discussion ensued at length. WMSCC is hiring for two positions: Academic Coordinator and a CDL driver.  Motion made and seconded (Massey/Galloway) to add an agenda item, Community Market, under Guests; passed 5-0 3. Virginia and Tamika with Community Market announced that the new Community Market, 22595 US Highway 441, Micanopy, FL, will be held on the first Saturday of every month, from 9:00 am to 1:00 pm. They provided flyers with important information. CITIZEN’S FORUM Public Comment (public comments limited to 2 minutes per speaker, please) Sandy Newman, invited everyone to join the Polinator Garden Census for Garden Enthusiasts: next to the post office, around the bat house. August 23, 2025 - 10:00 am - 12:00 pm Jazzman, a representative of the Alachua County Sheriff's Department, is our community connection if you have any questions. Dan Ferguson, Micanopy Academy Principal, introduced himself. Thank you all; this is a wonderful community, and he's very excited to be a principal here. He joins Micanopy with 15 years of experience. Bud DesForges questioned Mr. Ferguson about some rumors regarding the Academy. Mr. Ferguson responded that the rumors are untrue. Lillian Hammond with Main Street Daily News introduced herself and is here to share news. TOWN COMMISSION LIAISON REPORTS 4. Alachua County League of Cities Mayor Jiana Williams and some of our commissioners will attend the Florida League of Cities conference next week. The Alachua County League of Cities breakfast will be held there. 5. Alachua County Children’s Trust Mayor Jiana Williams gave a verbal report. The Opioid Task Force has been established. One pill can kill. Awareness for children should start when they are young in elementary school. Video and billboards will are coming soon. 6. Thrasher Warehouse Board Bud DesForges, Thrasher Warehouse Board President, gave a verbal report. The bee symposium has been cancelled. They will be at the pollinator census. The museum is doing well. He welcomed Commission Ken Wessberg as their new liaison. They are getting new chairs. Friends of Paynes Prairie want to hold an art show at the Thrasher Warehouse. CITIZEN BOARD AND COMMITTEE REPORTS 7. Planning and Historic Preservation Board  No report available. Mayor Williams would like to request a written report from the board. The site plan review Quasi-Judicial hearing for the Micanopy Area Cooperative School site plan review will be held at the Planning & Historic Preservation Board meeting on August 26, 2025, at 7:00 pm. 8. Tree Committee Paul Cohen, Tree Committee Member gave a verbal report; they haven't met this summer. TOWN ATTORNEY REPORT Nothing to report. REVIEW AND ACCEPTANCE OF FINANCIAL TRANSACTIONS AND REPORTS TOWN ADMINISTRATOR REPORT 9. Financial Reporting for the period ending July 31, 2025 Motion made and seconded (Putansu/Galloway) to accept the financial reports as submitted; passed 5-0 NEW BUSINESS 10. Agreement with ACBCC for Wild Spaces Public Places Surtax Partnership Funds - Annex Project Motion made and seconded (Galloway/Wessberg) to accept the agreement; passed 5- 0 11. Agreement with ACBCC for Wild Spaces Public Places Surtax Partnership - Fire Station Bay Doors Discussion ensued at length. Motion made and seconded (Galloway/Wessberg) to accept the ACBCC for Wild Spaces Public Places Surtax Partnership; passed 5-0 12. Agreement with ACBCC for Other Infrastructure Surtax Partnership - Water Filtration System Discussion ensued. Motion made and seconded (Putansu/Galloway) to accept the agreement as submitted; passed 5-0 13. Proposed Mural Project at Ballpark A proposed mural is presented for approval on the concession stand at the Carson Roberts Sports Complex. Alachua County has set aside $1,000 for a mural project within all nine Alachua County municipalities. Discussion ensued.  Motion made and second (Putansu/Galloway) to move forward with the proposed mural project with reimbursement from Alachua County Art Council; passed 5-0 UNFINISHED BUSINESS 14. Proposed Agreement with Micanopy Athletic Association Discussion ensued. Motion made and seconded (Galloway/Wessberg) to table this item until next month; passed 5-0 TOWN COMMISSIONER REPORTS 15. Commissioner (Seat 1) Judy Galloway Commissioner Galloway stated that she is happy to see new faces. The potluck was very nice. Tomorrow is her birthday; she requested no singing. 16. Commissioner (Seat 3) David Massey Commissioner Massey is glad to see everybody her and town if doing well. 17. Commissioner (Seat 4) Kevin Putansu Mayor Pro Tem Kevin Putansu thanked everyone for attending the potluck. It is a good communication for our neighbors supporting each other; lifting each other up. 18. Commissioner (Seat 5) Ken Wessberg Commissioner Ken Wessberg thanked Town staff for everything they do; the town is looking good. He will precede with a bench honoring Sandy Tyson. MAYOR (SEAT 2) JIANA WILLIAMS REPORT Mayor Jiana Williams thank you to everyone who stuck it out with us. It is important to us to have you all here helping with the decision making. Thank you all for attending and participating in the success of the back-to-school bash. Mayor Williams has been corresponding with Ms. Alice Moss who will be hosting a workshop to discuss bicycle trails that connect to other bike trails. Aaron Weber can give us a better report. Meeting to be held in late September or October 2025 She loves everyone and it's raining outside; everyone be safe.
