Town Commission Regular Meeting Minutes Monday, November 10, 2025 at 7:00 PM 706 NE Cholokka BLVD CALL TO ORDER Mayor Jiana Williams called the meeting to order 7:00 pm INVOCATION AND PLEDGE OF ALLEGIANCE TO FLAG ROLL CALL Present Mayor Jiana Williams Mayor Pro Tem Kevin Putansu Commissioner Judy Galloway (came in late 7:10 pm) Commissioner David Massey Commissioner Ken Wessberg Town Staff Present Attorney Alison Folds Administrator Sara Samario Deputy Town Clerk Patty Polk CONSENT AGENDA Motion made and seconded (Wessberg/Massey) to accept the consent agenda as submitted; passed 4-0 1. Willie Mae Stokes Community Center Update Bishop Christopher Stokes gave a verbal report. CITIZEN’S FORUM Public Comment (public comments limited to 2 minutes per speaker, please) Mayor Williams apologized for the lack of communication regarding the postponement of our scheduled 6:00 pm meeting. We will reschedule soon. Raquel Vallejo invites everyone to her place at NE Tahota Ave on Saturday and Sunday, Noon to 5:00 pm. She is hosting a meet-and-greet for a young artist; everyone is welcome. Patty Crass is always so happy to be here and to stay informed about what is going on in Micanopy; she's impressed with the participation. Gail Davis discussed the ongoing problem of vehicles speeding on Cholokka Blvd. Discussion ensued on possible solutions. Mayor Williams discussed our collaboration with the Alachua County Sheriff's Department, and we can discuss this with them. Bishop Stokes discussed the progress of their new church; completion is getting near. Aaron Weber reminded everyone of the Garden Plant Exchange on the third Saturday of each month. They will hold a cleanup at the pollinator garden. Discussed Community garden possibilities. Stephanie Bartsch thanked the Mayor for the trunk or treat event for managing it. Thank you to the town for placing the barricades. It was very nice for the little children. We should have a larger turnout for next year. Jiana Williams thanked the commission for their support and participation. We used our new barricades, and they worked great. Thank you, and she apologized for any inconvenience to our residence. The pretzel wraps were great. Judge Jonathan Ramsay introduced himself. He is running for election next August and is on the ballot. Stoney Slaton thanked the town for their involvement in the Festival. The barricades and barrels were very helpful. He is looking for a sign that reads "Magnolia Ave"; it was moved from the corner of Cholokka Blvd and Magnolia Ave while Cox was working. Paul Cohen has an employee who may benefit from resources at the Willie Mae Stokes Community Center. Bishop Stokes spoke of Judge Ramsay, Judge Green was the best, and Judge Ramsay has replaced him and is doing a great job. Aaron Weber seconded that. He runs a very sufficient courtroom. TOWN COMMISSION LIAISON REPORTS 5. Alachua County League of Cities Mayor Williams was unable to attend the meeting. 6. Alachua County Children’s Trust Mayor Williams was unable to attend this meeting. There is a billboard on I-75 before the bridge. Check it out. She recommends speaking to your family about opioids, between the ages of 8 and 12 yrs old. Do not accept candy or medicine at school. 7. Thrasher Warehouse Board Thrasher Warehouse Board is meeting right now. CITIZEN BOARD AND COMMITTEE REPORTS 8. Planning and Historic Preservation Board 2 re-roofs were approved at the October 28, 2025 meeting. 9. Tree Committee Paul Cohen is preparing the Tree City USA and he needs a budget item to complete the applciation. TOWN ATTORNEY REPORT Attorney Alison Folds reminded everyone that the office is hosting ethics training on December 18, 2025, from 4:00 to 8:00 pm; ribs and libations will be served. REVIEW AND ACCEPTANCE OF FINANCIAL TRANSACTIONS AND REPORTS 10. Financial Reporting for Period Ending September 30, 2025 Administrator Samario presented a written and verbal report. Motion made and seconded (Massey/Putansu) to accept the September 2025 financial reports as submitted; passed 5-0 11. Financial Reporting for Period Ending October 31, 2025 Administrator Samario presented a written and verbal report. Motion made and seconded (Galloway/Massey) to accept the October 2025 financial reports as submitted; passed 5-0 TOWN ADMINISTRATOR REPORT 12. Town Administrator Report Administrator Samario is cleaning, painting, repairing floors, and building a fence at the annex house. Film production is in process in Micanopy; they are working in town, and they are fascinating people. It is a suspenseful film titled "What the Cicadas See." Cox Broadband update. We will be glad when they are finished. Mayor Williams commented that some of the green cylinders are crooked and may have been corrected. Our aesthetics should be pleasing to everyone. In the Community Garden initiative, we have strong interest and participation. A fence will be needed to keep the deer out. NEW BUSINESS  13. Road Paving Proposal for NE 6th Ave Administrator Samario discussed paving of NE Bay Ave (6th), this road needs paving and the proposal is for approximately $40,000.00 for under 700 feet of road. Discussin ensued. Administrator Samario will work with our attorney on the best method to pursue. UNFINISHED BUSINESS 14. Agreement with Micanopy Athletic Association For the period of March 1, 2025, through February 28, 2029 Administrator Samario discussed the agreement with the Micanopy Athletic Association contract, March 1, 2205 thru February 28, 2029. We had the septic tanks pumped, and the drainfield will need repair. which the town will complete. Discussion ensued. Motion made and seconded (Galloway/Putansu) to accept the property use agreement contingent upon a walk-through and corrections that were noted tonight; passed 5-0 TOWN COMMISSIONER REPORTS 15. Commissioner (Seat 1) Judy Galloway Commissioner Galloway thanked the Fall Festival Committee for another successful festival. She has been depressed; she has lived in Micanopy most of her life; many people have died recently. We do have a great community. 16. Commissioner (Seat 3) David Massey Commissioner Massey spoke with many vendors at the Fall Festival, and they reported strong sales. He tutors children at the community center; it is a great program. He is thrilled that the community garden is coming to town. The garden exchange is on the third Saturday of each month. Let artists know they are welcome to bring their art and join us. Holiday Stroll is December 6, 2025. They will hold a tree lighting, and Santa will be here. 17. Commissioner (Seat 4) Kevin Putansu Mayor Pro Tem Putansu thanked Mayor Williams for the trunk-or-treat event; it was a great time. He thanked the Fall Festival Committee. The Holiday Potluck is on Monday, November 17, 2025 at 6:00 pm; they will discuss the annex house at the Micanopy Native American Heritage Preserve. Thank you to everyone who donated food to the food drive. Stock the pantry if you can with canned goods and toiletries. 18. Commissioner (Seat 5) Ken Wessberg  Commissioner Wessberg thanked Mayor Williams on an outstanding job at the trunk or treat event. Bud and Dede DesForges had a nice booth. Thank you to the pollinators for the outstanding job. He's looking forward to the new community garden. MAYOR (SEAT 2) JIANA WILLIAMS REPORT Mayor Jiana Williams loves a good quote and gave one.
