Minutes of the July 10, 2014 Monthly Meeting of the Michigan City Aviation Board of Commissioners Call to Order: Meeting called to order at 6:00 PM in the terminal building at the airport. Members Present: David Miller, Kirk Hunter, Doug Buell. A quorum was present. Members Absent: Greg Poulin Others Present: Jessica Ward- Airport Manager, Corey Harper- BF&S, Joe Doyle- Council Liaison Bid Opening: Phase 2 Wildlife Fence Project- 2 bids were received. Each bid package included Bid Form 96, Itemized Proposal, 5% Bid Bond or Certified Check, and Sub & Supplier Letters of Intent. The first bid opened was from Nationwide with a total sum of $426,439.00. The second bid opened was from Future Fence with a total sum of $482,349.77. The Engineer Estimate had a total sum of $525,360.00. Motion to submit a grant application to the FAA for a total of $601,389.00: Kirk Hunter Second: Doug Buell. Motion Approved. Minutes: The minutes of the June 12, regular monthly meeting, were emailed. Motion to approve: Doug Buell Second: Kirk Hunter Motion Approved. Reports: The June financial reports were summarized by Jessica Ward. Account Balances: I still will need to transfer money into our legal account to cover bills from Jeff Thorne for the first half of the year. I will also need to transfer money into our gas/electric account by the end of the year. As you can see in our gas/electric account we are $2,254.78 over our projected monthly budget so far and our account balance of $1,711.89 most likely won’t even cover the next two months. We have used 50% of our operating budget so far which leaves us under our total projected budget so far this year. 2015’s budget has been submitted to the controller’s office. Fuel Sales: Overall, we sold 2,135.5 gallons of 100LL for a total of $10,371.54 and 4,106 gallons of Jet A for a total of $14,989.34 in June. Avgas gallons were down 37% from June last year while Jet A gallons were up 173% from June last year. We sold 257.3 gallons of self-service based 100LL, and 1,347.9 gallons of self-service transient 100LL last month. We sold 127.5 gallons of full service based 100LL and 402.8 gallons of full service transient Avgas. We sold 970 gallons of full service based Jet A and 3,136 gallons of full service transient Jet A. Year to date we have sold 28,656.6 gallons of fuel for a total of $123,413.09, which is 18 percent higher than 2013. Our self-service Avgas fuel price is $0.14 less than Porter County and $0.06 less than Knox. Our full service Avgas price is $0.24 less than Porter County and $0.23 less than La Porte. Our Jet A price is $0.74 less than Porter County, $0.73 less than La Porte, and $0.04 more than Knox. Airport Manager: 1. Mowing For Hay: The agreement between the board and Zach Scherf has been signed by both parties. I have received a copy of the certificate of farm liability coverage from Zach Scherf which names us additional insured. They have been out twice to bail. They did about a quarter of the east side of the runway the first time and then finished it up the second time which was just this past weekend. We have mowed what they didn’t get to which included the north end. 2. Pancake Breakfast: We will be hosting our annual pancake breakfast this Sunday July 13 from 7am to 1pm. The FOP EAA Chapter 966 are all set to go. Flyers, banners and a couple of newspaper press releases have gone out. Mike “The Mullet Man” Summers called me and interviewed me about it as well for his broadcast on Indiana 105.5. I also sent emails to everyone  that had signed up for specials, etc. in our transient pilot book on the reception counter. The price of Avgas will only be 10 cents above cost on Sunday during the pancake breakfast which will be only $4.79 per gallon! 3. Oshkosh Air Show Week: The Oshkosh Air Show will be July 28- August 3. We will have free hotdogs with purchase of fuel for pilots on the way to and from the airshow. I will send out emails to all of our logged transient pilots that provided an email address as well as to airport terminal buildings to the north and east of here requesting FBO managers to hang the flyer on their pilot boards advertising it. 4. Airport Inspection: We are still waiting for our inspection for compliance with Indiana safety regulation. It could be anytime now as we were scheduled to receive it in June. Airport Development: 1. AIP 15- Terminal Layout for ALP: BF&S and Michael Brown- planner for the FAA, have been working out final details for the terminal layout. We should have a resolution soon. 2. AIP 17- Wildlife Fence: This project is financially 90% complete at this point. The contractor has been advised that liquidated damages began on 6/13/14 since the project was not substantially complete. Old Business: 1. Hangar Taxiway Pavement Repair: The sink holes on the two hangar taxiways have been repaired. The total cost was $7,731.87. The sinkhole on the executive hangar taxiway was caused by a cracked joint between the casting and the pipe structure itself which allowed water and sediment to seep in causing the asphalt to sink in that spot. The other sinkhole was caused by the settlement of the subgrade and we will be keeping an eye on that area. 2. Skydive Greater Michigan City: I received an email from Larry Knipper from Skydive Greater Michigan City stating that they wouldn’t be operating this season here at the airport. I am still waiting to hear back if they plan on terminating their lease and agreement with us. 3. Skydive Greater Kankakee: Jeff Thorne has completed the agreement with Skydive Greater Kankakee for Pancake Breakfast day. I have added the exhibits to the agreements. I have received their certificate of liability coverage in which we are additionally insured for that one day.
