Minutes of the November 13, 2014 Monthly Meeting of the
Michigan City Aviation Board of Commissioners
Call to Order: Meeting called to order at 6:00 PM in the terminal building at the airport.
Members Present: Greg Poulin, David Miller, Doug Buell. A quorum was present.
Members Absent: Kirk Hunter
Others Present: Jessica Ward- Airport Manager, Paul Schaffer- BF&S
Minutes:
1. The minutes of the October 9, regular monthly meeting, were emailed.

Reports:
The October financial reports were summarized by Jessica Ward.
Account Balances: Our current account balances are in front of you. I will need to do a couple of minor
transfers into our household account, legal account, and sewer account. Altogether we have spent 81% of
our budget. In our aviation fuel account we have spent $87% of our budget. We have currently have
$34,404.20 in that account which is enough for one full load of fuel or two partial loads if needed. We
only have the remainder of our local match for our AIP 17 grant in our capital improvements account.
Fuel Sales Overall, we sold 1931.5 gallons of 100LL for a total of $10,427.76 and 3362 gallons of Jet A
for a total of $13,111.11 in October. We sold 230.4 gallons of self-service based 100LL, and 1325.7
gallons of self-service transient 100LL last month. We sold 171.6 gallons of full service based 100LL and
203.8 gallons of full service transient Avgas. We sold 550 gallons of full service based Jet A and 2812
gallons of full service transient Jet A. Year to date we have sold 54,336.4 gallons of fuel for a total of
$236,849.28. Our total fuel sales are down 6% over last year to date, which is up 2% over last month, so
we are headed in the right direction there. Our self-service Avgas fuel price is $0.35 less than Porter
County and $0.06 more than Knox. Our full service Avgas price is $0.45 less than Porter County and
$0.44 less than La Porte. Our Jet A price is $1.34 less than Porter County, $1.33 less than La Porte, and
$0.56 less than Knox.
Airport Manager:
1. Bi-Directional Tractor Arrival Update: Tractor has arrived. New blade has been ordered and
will be here around the second week in December. When they drop off the new blade they will
pick up the old tractor and old blade. We have all been in the new tractor and are getting used to it.
The only problem we currently have is it doesn’t have a rotating beacon which has also been
ordered.
2. Request for Proposals- Skydiving Operator: Proposals were due Friday, November 7. We
received one from Skydive Greater, which is in your packet. The proposal submitted meets all
proposal requirements. Action on this proposal will be at December board meeting as requested by
our legal counsel.
Airport Development:
1. AIP 15- Terminal Layout for ALP: BF&S and Michael Brown- planner for the FAA, have been
working out final details for the terminal layout.
2. AIP 17- Wildlife Fence: Holding $46,000 in retainage until the wage rate issue is resolved.
3. AIP 18- Wildlife Fence Phase 2: Anticipated start date will be in March.
