Minutes of the Virtual November 19, 2020 Monthly Meeting of the
Michigan City Aviation Board of Commissioners
Call to Order: Virtual Meeting called to order by Kirk Hunter at 6:00 PM from
https://global.gotomeeting.com/.
Members Present: Kirk Hunter, Greg Poulin, T.Y. Okosun, Jeff Bartlett. A quorum was present.
Members Absent: None
Others Present: Jessica Ward- Airport Manager, Paul Shaffer- BF&S
Minutes:
The minutes of the October 22, 2020, regular virtual monthly meeting, were emailed.

Reports:
Financial- Reported by Jessica Ward:
Account Balances: Looking at our current account balances, although there are a few accounts that we
have negative balances in, all our accounts will have positive balances before the end of the year. We are
currently sitting at 68% of our operating budget used so far this year. I worked with Andrew from BF&S
this past month on getting the 1st and final pay request sent to the FAA for the full $30,000.00 of AIP-22
which was the FAA Cares Act Grant. The city has already received this money which went to Salaries,
FICA and PERF.
Fuel Sales: Overall, we sold 1328.3 gallons of 100LL, 1975 gallons of Jet A and 154.8 gallons of Swift
Fuel in October.

1. Improve Runway 02-20 RSA/RPZ/ RWY Extension
a. Motion to Approve FY 2021 AIP Grant Pre-Application for a Total Amount of $275,
600.00, Federal: $248,040.00, State: $13,780.00, Local: $13,780.00. Motion to
Approve: Jeff Bartlett Second: T.Y. Okosun Motion Approved.
b. The air quality modal is being tweaked in the Airport Environmental Design Tool
(AEDT) software for the draft EA document.
c. We have closed with Oehmstead, LLC. We are now proceeding to close on the Tonn
and Blank Construction, LLC parcel. We have scheduled the public hearing for the
required plat minor subdivision on November 24, 2020.
2. Motion to Acknowledge Receipt of Cares Act Grant AIP 21 Pay Request #1 and Final
$30,000.00. Motion to Approve: Greg Poulin Second: T.Y. Okosun Motion Approved.
3. Motion to Approve the Annual Financial Reports for Traditional AIP and Cares Act: Motion
to Approve: Jeff Bartlett Second: T.Y. Okosun Motion Approved.
4. The revised CIP will be due February 1, 2021. BF&S will provide a draft for the next
meeting.

1. Resolution 2020-11-01 Closing of Real Estate Transaction: This resolution of the
Michigan City Board of Aviation Commissioners 1)authorizes closing of real estate
transaction as memorialized in the written Purchase Agreement dated June 11, 2020 between
the BOAC and Tonn & Blank Construction, LLC; 2) authorizes the closing of this transaction
at the earliest date available; 3) authorizes any member of this Board to act on behalf of the
Board to attend the closing of the transaction and execute all documents necessary to
conclude the transaction and fulfill all terms of the Purchase Agreement. Motion to

Correspondence: We received a copy of our notice of public hearing on November 24, 2020 at the
Michigan City Plan Commission meeting for a minor subdivision petition we have before the board.
Public Comment: T.Y. suggested that the airport manager reach out to the businesses we have on the
airfield to request an end of year report for the BOAC to let them know how business has been this past
year.
Adjournment: There being no further business, the meeting was adjourned at 6:30 pm.
