SPECIAL MEETING – August ,
The Board of Public Works and Safety of the City of Michigan City, Indiana, met in SPECIAL
SESSION on Monday morning, August 12, 2019, at the hour of 8:30 a.m., in the Council
Chambers, in the City Hall Building, located at 100 East Michigan Boulevard, Michigan City
Indiana – a regular meeting room of this Board.
The meeting was called to order by President Steve Janus, who presided.
Noted present: Steve Janus and Virginia Keating (2) Absent: Rich Murphy (1)
A QUORUM WAS NOTED PRESENT.
Also noted in attendance:
Amber Lapaich, Corporate Counsel
Kim Sliwa, Deputy Clerk
Dawn Debald, Assistant Deputy Clerk
AWARDING OF BIDS – Michigan City Paving Project – Engineer – SEH of Indiana
Corporate Counsel, Amber Lapaich addressed the Board stating that Rieth-Riley Construction
Company was the lowest most responsive bidder for the 2019 Michigan City Paving Project
in the amount of $968,440.21; recommending approval.
Virginia Keating made the motion to award the bid for the 2019 Michigan City Paving Project
to Rieth-Riley Construction Company, Inc. the lowest most responsive bidder in the sum of
$968,440.21. The motion was seconded by President Janus and carried as follows: AYES:
MEMBERS Janus and Keating ( ). NAYS: ( ). Motion Carries.
AWARDING OF BIDS – City Wide Pavement Markings Project – Engineer – SEH of
Indiana
Corporate Counsel, Amber Lapaich addressed the Board stating the Engineers of the project
and herself reviewed the documents; advising The Airmarking Company, Inc. was the only
bidder for the project; explaining this bid is being deemed non-responsive because the
bidders signed the local hiring agreement but in a separate paragraph indicated they cannot
guarantee compliance; further advising in addition to that, the bid came in much higher than
what the Engineer’s estimate would be; recommending the Board rejects this bid.
Jay Niec, SEH of Indiana addressed the Board stating he agrees with Counsel Lapaich’s
recommendation.
Virginia Keating made the motion to reject the bid for the 2019 City Wide Pavement Markings
Project that was bid by The Airmarking Company, Inc. The motion was seconded by
President Janus and carried as follows: AYES: MEMBERS Janus and Keating ( ). NAYS:
( ). Motion Carries.

ADJOURNMENT
President Janus stated as there were no other items on the agenda to be considered by the
Board at this time, declared the meeting ADJOURNED (approximately 8:34 a.m.). Virginia
Keating made the motion to adjourn. The motion was seconded by President Janus and
carried as follows: AYES: MEMBERS Janus and Keating ( ). NAYS: ( ). Motion Carries.
