SPECIAL MEETING – JULY 13, 2020
The Board of Public Works and Safety of the City of Michigan City, Indiana, met in SPECIAL SESSION
on Monday morning, July 13, 2020 at the hour of 8:30 a.m., Kruger Memorial Hall, located at 801
Liberty Trail, Michigan City Indiana.
The meeting was called to order by President Keith Harris, who presided.
Noted present: Keith Harris, Virginia Keating and Mayor Parry (3) Absent: None (0)
A QUORUM WAS NOTED PRESENT.

Chris Yagelski, Mayors Administrator
Cpt. Loniewski, MCPD Traffic Division

CONTINUATION OF DOG APPEAL-Continuation of appeal by Tracie Lord, 2027 Ohio Street;
appealing the decision made by the Animal Control officer that deemed her animal dangerous
Vice President Virginia Keating stated that she was not at the last meeting; she tried to watch the
hearing replay on ALCO but it was very difficult to hear. Ms. Keating asked that the hearing is to be
reopened and set a special meeting be set for that purpose. The appeal will take place at the next
Regular Board of Works meeting on Monday, July 20, 2020. The Board will give notice to everyone
concerned; they will accept additional evidence at that hearing.
Vice President Keating made the motion to reopen the appeal; and Mayor Parry seconded the
motion and carried as follows: AYES: MEMBERS Harris, Keating, Parry (3). NAYS: (0). Motion
Carries.
AWARDING OF BIDS-2020 York Street Reconstruction Project
President Harris asked Corporate Counsel, Amber Lapaich if she had reviewed the project and if
everything looks good. Ms. Lapaich agreed that everything looked okay and the lowest most
responsive bidder is Reith & Riley; Jeff Wright, City Engineer gave his recommendation in a formal
written opinion to the Clerk’s office.
Vice President Virginia Keating made the motion to award the bid for the York Street
Reconstruction project to Reith & Riley in the sum of $372,582.25 with them being the lowest
most responsive bid. The motion was seconded by Mayor Parry and carried as follows: AYES:
MEMBERS Harris, Keating, Parry (3). NAYS: (0). Motion Carries.
ADJOURNMENT
President Harris stated as there were no other items on the agenda to be considered by the Board
at this time, declared the meeting ADJOURNED (approximately 8:42 a.m.). Vice President Keating
made the motion to adjourn. The motion was seconded by Mayor Parry and carried as follows:
AYES: MEMBERS Harris, Keating, Parry (3). NAYS: (0). Motion Carries.
