SPECIAL HYBRID/ZOOM MEETING NOVEMBER 19, 2021 The Board of Public Works, and Safety of the City of Michigan City, Indiana met in special session on Friday morning, November 19, 2021, at the hour of 11:00 a.m., local time, hosted by “Hybrid/ZOOM” and streamed live on “My Michigan City” Facebook page. The meeting was called to order by President, Andrew White, who presided. Noted present: Andrew White, Virginia Keating, Mayor Duane Parry (3) Absent: (0) A QUORUM WAS NOTED PRESENT. Also noted in attendance: Amber Lapaich-Stalbrink, Corporate Counsel Kaleb Goodwin, I.T. Webmaster Captain Jeff Loniewski, M.C.P.D. Traffic Terry Greetham, Events Coordinator Gale Neulieb, City Clerk Dawn Debald, Deputy Clerk CONTRACT APPROVAL - Terry Greetham, Events Coordinator, is asking for approval of the amended Agreement between the Michigan City Board of Public Works and Safety and City Lanes for services and entertainment at the Michigan City Festival of Lights on Saturday, December 4, 2021 from 6:00 p.pm. – 10:00 p.m. President White addressed the Board stating that this matter had tentatively passed at the November 15, 2021 meeting conditional on some changes in the paperwork; explaining the paperwork that was received included some further changes that went beyond the scope of what had been discussed at the meeting; advising he was not comfortable approving the contact because of that which is why they scheduled a Special meeting. Terry Greetham, Events Coordinator addressed the Board stating that one significant change in the paperwork was in the compensation; stating that City Lanes and Phil Gushrowski who is providing the bar service and the band for the event was going to give the City $1,000.00 for sponsorship fees; but due to the cost of the insurance, which increased from $1 million dollars to $3 million dollars, they can no longer afford to pay the City; the change is to take the $1,000.00 compensation out of the contract. President White stated that he is not opposed to taking the $1,000.00 compensation out of said contract. Corporate Counsel, Amber Lapaich-Stalbrink stated all paperwork is in order. Mayor Parry made the motion to approve the agreement between the Michigan City Board of Public Works and Safety and City Lanes - Phil Gushrowski; providing services and entertainment at the Michigan City Festival of Lights on Saturday, December 4, 2021 from 6:00 p.m. – 10:00 p.m. The motion was seconded by Vice-President Keating and carried as follows: AYES: Board of Public Works and Safety members White, Keating and Parry (3). NAYS: None (0). Motion Carries. CONTRACT APPROVAL - Terry Greetham, Events Coordinator, is asking for approval of the Agreement between the Michigan City Board of Public Works and Safety and the LaPorte County Draft Horse Association to provide horse and buggy rides at the Michigan City Festival of Lights on Saturday, December 4, 2021 from 6:00 p.m. – 9:00 p.m.; in the sum of $1,500.00 Terry Greetham, Events Coordinator addressed the Board stating that the idea is to work with the LaPorte County Draft Horse Association that will provide four horse drawn carriages as part of the Festival of Lights; thanking the Clerk’s Office for helping him with this matter; explaining one of the issues is that the drivers of the carriages need to have a carriage driver’s license and each of the four wagons have to go through an inspection process; stating the President will get this information out to the drivers with the hopes of getting this back to the City; explaining he would like to move forward with the contract so that we are ready to go; pending that all the drivers have the proper permits and inspection forms. President White stated that one difficulty in all of this is that this is on the same night as the lighting of the Christmas Tree and there could be other issues. Captain Jeff Loniewski, M.C.P.D. Traffic addressed the Board stating this will be like the carriage rides at the Fish and Game Club; advising if this request is approved today there should not be an issue as long as all the paperwork is filled out before the event; explaining he will have an hour between the parade and the beginning of the carriage rides to complete the inspections of the wagons. Discussion ensued between Mayor Parry and Captain Loniewski regarding if these carriages are the same ones used last year; because if they are then there should be no issues. Captain Loniewski stated these are not the same. Captain Loniewski stated that there was never a required inspection before, it was just an oversite that we have never required, but since this is the first year we are constrained for time. Mayor Parry asked if it is a local or state requirement Special Meeting – November 19, 2021 Page 2 that they have to obtain a carriage driver’s license. Captain Loniewski stated these are established ordinances that we were not aware of; advising it is a local City requirement. Mr. Greetham stated that it is Ordinance No. 3840; again thanking the Clerk’s office for the information they provided; explaining he is not going to advertise about the horse and carriage rides in case, we are not able to get them here; stating the rides will be free for the community. Vice-President Keating made the motion to approve the agreement between the Michigan City Board of Public Works and Safety and the LaPorte County Draft Horse Association to provide horse and buggy rides at the Michigan City Festival of Lights on Saturday, December 4, 2021 from 6:00 p.m. – 9:00 p.m.; in the sum of $1,500.00 contingent on the successful completion of the inspection of carriages prior to the event as well as the submittal of the appropriate driver’s licenses for each operator prior to the event. The motion was seconded by Mayor Parry and carried as follows: AYES: Board of Public Works and Safety members White, Keating and Parry (3). NAYS: None (0). Motion Carries. President White asked Mr. Greetham to keep him posted and updated on the event. ADJOURNMENT The presiding officer inquired whether there was anything else to be considered by the Board at this time and, there being none, asked for a motion to ADJOURN the meeting at approximately 11:09 a.m. Mayor Parry made the motion to Adjourn.
