SPECIAL ZOOM MEETING –
May 27, 2022
The Board of Public Works, and Safety of the City of Michigan City, Indiana met in special
session on Friday afternoon, May 27, 2022, at the hour of 1:00 p.m., local time, hosted by
“ZOOM” and streamed live on “My Michigan City” Facebook page.
The meeting was called to order by President, Virginia Keating, who presided.
Noted present: Virginia Keating, Vice President Michael Vinson, and Mayor Duane Parry (3)
Absent: (0)
A QUORUM WAS NOTED PRESENT.
Also noted in attendance:

Stacy Dudley, Deputy Clerk
ENTERTAINMENT AGREEMENT REQUEST– Terry Greetham, Special Events Director is
requesting the following Entertainment Agreements to be approved to perform during the
Singing Sands Sand Sculpting Festival at certain times from June 3-5, 2022
• Dan Moser
• Kent Arnsbarger
• Sankofa
• Indika Reggae
Terry Greetham, Special Events Director stated that once these are approved, we will have
bands for the entire weekend.
President Keating asked if there were any questions from the Board, there were no
comments.
Vice President Vinson made the motion to approve the Entertainment Agreements between
the City of Michigan City and the following: Dan Moser, Kent Arnsbarger, Sankofa, and Indika
Reggae. The motion was seconded by Mayor Parry.The motion carried as follows: AYES:
MEMBERS Keating, Vinson, and Parry (3). NAYS: (0). Motion Carries.
VENDOR AGREEMENT REQUEST- Terry Greetham, Special Events Director is requesting
approval for the following Singing Sands Sand Sculpting Festival vendors to participate
and sell their goods at this Festival starting June 3-5, 2022 at Washington Park
• Kostka Krave, LLC
• Lyn Johnson dba Fauson’s Ice Cream
• HotSpot Café, LLC
Terry Greetham, Special Events Director stated that we targeted for a total of six (6) vendors
and with adding these vendors we have reached our goal.
President Keating asked if there were any questions from the Board, there were no
comments.

Vice President Vinson made the motion to approve the following Singing Sands Sand
Sculpting Festival vendors to participate and sell their goods at this Festival starting June 3-
5, 2022 at Washington Park: Kostka Krave, LLC, Lyn Johnson dba Fauson’s Ice Cream, and
HotSpot Café, LLC. The motion was seconded by Mayor Parry. The motion carried as
follows: AYES: MEMBERS Keating, Vinson, and Parry (3). NAYS: (0). Motion Carries.
FARMER’S MARKET APPLICATION- Terry Greetham, Special Events Director is requesting
approval of the 2022 Farmer’s Market agreements between the City of Michigan City and
the following vendors listed below:
• Esther Guncheon dba The Nest LLC
• Tabitha Haywood dba Tru You Healing and Wellness
Terry Greetham, Special Events Director stated that with the Boards approval this will put us
at the largest number of vendors in many years for the Farmer’s Market, further thanking
Chantel Bagley, Farmer’s Market Manager for all her hard work.
President Keating asked if there were any questions from the Board, there were no
comments.
Vice President Vinson made the motion to approve the 2022 Farmer’s Market agreements
between the City of Michigan City and the following vendors Esther Guncheon dba The Nest
LLC and Tabitha Haywood dba Tru Healing and Wellness. The motion was seconded by
Mayor Parry. The motion carried as follows: AYES: MEMBERS Keating, Vinson, and Parry
(3). NAYS: (0). Motion Carries.
BOARD APPROVAL- Virginia Keating, President of the Board of Public Works and Safety,
is requesting to have the authority to grant agreements/licenses due to a Special Events
scheduled before the next Board of Public Works and Safety meeting to be approved
(beginning immediately through May 01, 2023)
President Keating stated that she is requesting authority to approve event licenses including
Farmer’s Market Licenses and contracts, Patriotic Parades Licenses and contracts, and other
event licenses or contracts that have been pre-approved by Corporate Counsel Amber
Lapaich-Stalbrink. Prior to submittal to the Clerk’s Office for the President’s approval and
signature, the events coordinator shall obtain written approval from the City Attorney and
attach same to each license or contract presented. The term of this authority is to commence
immediately and continue through May 01, 2023. The review and renewal of this approval
shall be placed on the Board’s pending items/unfinished business list for discussion at the
Board’s first meeting in June 2023.
Terry Greetham stated that his goal is to follow the normal process of getting all contracts in
advance and evaluate the value of the event.
Discussion ensued with President Keating suggesting that they were to follow procedure then
Mr. Greetham might not have to attend every meeting. However, requests that the President,
pre-approvals will need to be ratified by the Board at the Board’s next meeting.
Mayor Parry made the motion to have the authority to approve event licenses including
Farmer’s Market Licenses and contracts, Patriotic Parades Licenses and contracts, and other
event licenses or contracts that have been pre-approved by Corporate Counsel Amber

seconded by Vice President Vinson. The motion carried as follows: AYES: MEMBERS

ADJOURNMENT
The presiding officer inquired whether there was anything else to be considered by the Board
at this time and, there being none, asked for a motion to ADJOURN the meeting at
approximately 1:07 p.m. President Vinson made the motion to Adjourn. The motion was
seconded by Mayor Parry Vice.
