Councilwoman Tillman: requests clarification on who can be nominated to hold office
Commissioner Fly: Quoted section of Bylaws regarding election of officers
Commissioner Lee: The Secretary report sent to all commissioner via email includes 15 pages of documents from the
City Clerk’s office, that document the Commissioners’ date of being sworn in, length of term and length of service.

Commissioner Carroll: Honored to be on this commission. Focus should be of African Males, youth, females of all
cultures and not trying to “be somebody”. Quoted Scripture and “we need a healing of our commission” God Bless

Point of order: Commissioner McCormick; a question for Councilwoman Tilman regarding Abstaining
Discussion:
Councilwoman Tilman: not Parliamentarian, opinion is that Bylaws are the Bylaws; quoted ordinance regarding
officers leaving a post and exiting office should have appointed next office holder, we did not follow those
procedures with the recent vote for officers, “I will abstain from any vote” (regarding elections)
We are the only board and commission that has bylaws, the Muni Code supports the bylaws.
Recommendation: Bylaws be removed unless that are a state issue; there should have been a motion for suspension
of the rules so that the 1-year recommendation for holding office could be lifted.
Commissioner Hogan: Apologized for stepping down as President in the middle of term,
Bylaws have been weaponized, let’s move forward.

Commissioner McCormick: we need our Bylaws; now more than ever, congratulations to Commissioner Hogan as
doing a great job as chair before stepping down. Suspend the Bylaw only if no one with a year in service wants to
hold office.
Commissioner Milsap: request for newly elected Chairman Fly to halt elections to fill open offices until annual
meeting and at that time address the bylaws

we continue to vote for officers. Or we continuing on with… : Commissioner Benning
