The
meeting
was
called
to
order
by
Chair

Webster
at
6:05
P.M.
in
the
Mayor’s
West
Conference
Room.

Update:
The
election
held
in
April
still
holds.
He
is
still
playing
phone
tag
with
the
Gaming
Commission.
Otherwise,
he
has
no
definitive
answers.
He
believes
we
need
something
in
the
bylaws
that
addresses
“conflict
of
interest”.
Regarding
the
original
Articles
of
Incorporation
that
deals
with
dissoloution
on
a
simple
majority
vote,
Atley
questions
whether
it
could
dissolve
as
long
as
the
gaming
agreement
is
in
effect.
He
will
try
and
craft
a
relevant
bylaw
regarding
this
issue.
Larry
Silvestri
motioned
that
prior
to
calling
the
Gaming
Commission,
an
individual
board
member
should
confer
with
the
Board.

seconded;
all
in
favor.
Approval
of
May
14,
2014
Minutes:
Ron
Miller
motioned
to
accept
the
minutes
as
corrected,
Larry
Silvestri
seconded,
all
in
favor.
Claims:
Jan
Chamberlin
-‐$160.00
for
services
in
May.
Motion
to
accept
and
pay:
Jack
VanEtten.
Second:
Jack
Elia.
The
vote
was
unanimous.
The
claim
was
signed
for
submission
to
Harbour
Trust.
Financial
Statement:
Treasurer
Larry
Silvestri
presented
the
financial
statement.
$25,000
was
paid
to
Michiana
Resources
per
last
month’s
Board
vote.
The
pines
Grant
for
$10,000
was
cashed
and
cleared.
This
$10,000
will
appear
on
next
month’s
statement.
The
current
balance
is
$57,406.83.
Ron
Miller
motioned
to
accept
the
financial
report;
Jack
Elia
seconded;
all
in
favor.
George
Kazmierczak
expressed
concerned
about
the
lack
of
FDIC
insured
fund
at
Harbour
Trust.
Larry
Silvestri
will
ask
Harbour
Trust
if
there’s
an
FDIC
alternative
for
that
particular
fund.
He
will
email
the
answer
to
the
Board.
Old
Business:
RE:
North
Central
Community
Action’s
request
for
a
memorandum
of
understanding,
committing
$20,000.
Attorney
Atley
Price
stated
the
Board
can’t
commit
funds
that
the
Board
hasn’t
received
yet.
The
Board
could
be
different
at
the
time
the
next
grants
are
awarded.
To
be
fair
to
all
organizations,
it
was
agreed
the
MCCEC
must
stay
with
the
grant
schedule.
Sue
Webster
will
send
a
response
to
NCCA
and
all
MCCEC
Board
Members.
Outstanding
Grants
for
2012-‐2013:
Sue
Webster
reported
the
following:
• Marquette
High
School
still
doesn’t
have
their
stage
curtain
fixed
($200).
• The
Humane
Society
sent
a
letter
of
thanks;
they
have
now
spent
all
their
grant
money.
• The
Challenger
Grant
reported
their
programs
are
completed
and
all
monies
have
been
spent.
183
students
participated
in
the
9
final
programs.
Bylaws:
Jan
Chamberlin
will
type
the
final
copy.
Attorney
Atley
Price
will
send
Jan
wording
and
placement
for
the
“conflict
of
interest”
clause.

Attorney
update
above).
Final
bylaws
will
be
ready
and
presented
for
the
July
Board
meeting.
Grant
Application
and
Reporting
Forms:
Michael
McKervey
motioned
to
eliminate
the
IRS
Form
990
requirement.
Steve
Janus
seconded;
all
in
favor.
Jan
Chamberlin
will
update
and
reformat
the
current
grant
application.
She
will
present
it,
as
a
draft,
at
the
July
Board
meeting
for
further
discussion.
New
Business:
• Pine
Elementary
School
asked
if
$1,025
of
their
grant
monies
could
be
used
for
landscaping
since
the
labor
will
now
be
donated.
Michael
McKervey
motioned
for
approval,
Larry
Silvestri
second;
all
in
favor.
• The
Franciscan
Alliance
would
like
a
list
of
grant
recipients.
Larry
Silvestri
will
add
the
list
to
the
MCCEC
website.
Board

The
next
regular
Meeting
will
be
Wednesday,
July
9,
2014,
at
6:00
P.M.
