MINUTES OF THE REGULAR MEETING OF THE
MICHIGAN CITY HISTORIC REVIEW BOARD
12-19-2016
CALL TO ORDER:
Board Chm Derrick Dircks called the meeting to order at 7:00 p.m.
VOTING MEMBERS PRESENT:
Joyce Dalton, Roger Potratz, Gigi McCabe-Miele, Todd Dickard, Tom
Przybylinski and Craig Phillips, City Planner.

APPROVAL OF MINUTES:
Amend the Nov. 28, 2016 minutes to read: “With the absence of Derek
Dircks, Chairman, and Joyce Dalton, Vice Chairman, Board Member Craig
Phillips called the meeting to order…” The Secretary for the Nov. 28 meeting
was Gigi McCabe Miele in the absence of Roger Potratz.
Joyce Dalton moved for approval of the minutes as amended, Gigi
McCabe-Miele seconded; motion passed.

CERTIFICATES OF APPROPRIATENESS:
110 W 9th: The applicant’s name is Pearl J. Mort. The property is at 110
West 9th Street and is located in the Franklin Street Local and National Register
Historic Districts. The property is rated contributing.
The description of the proposed project is as follows: 1) upgrade 15
windows to thermopane glass, which includes replacement of four vinyl windows
with wood replicas of originals, 2) replace front entry doors with replica wooden

doors, 3) repair and paint wood fascia and soffit; replace in kind as needed, 4)
tuck-point where needed, and 5) replace fence. Section 7(d) of Ordinance 3013
of the City of Michigan City requires a Certificate of Appropriateness to be issued
for this project.
The staff recommendation is as follows: 1) replacement of the four vinyl
windows with custom wood windows to match the originals is appropriate and
returns historical integrity to the building. The rehabilitation of the remaining
eleven windows is appropriate. Original wood elements can be replaced in kind
at locations of severe deterioration and repaired at points where original fabric
remains. Existing glass panes should remain, but replacement with modern glass
is acceptable only where retention of the original muntins is possible. 2) The
wood doors will be appropriately replaced in kind with replica wood doors, while
the wood transom above will be maintained. 3) There are isolated areas of
deterioration and complete loss of the fascia, soffit, and individual brackets.
Wood elements should be replicated in kind at locations of complete loss and
repaired at points where original fabric remains. 4) There are several locations on
the exterior that require tuck pointing to preserve the existing brick, as well as
isolated areas of significant brick deterioration and loss of face that will require
total replacement of the bricks in kind. 5) The applicant will resubmit designs for
fencing when they decide on details. The staff recommends approval as
submitted.
The building use will change from restaurant to church; a question arose
concerning whether or not a church was allowed by zoning; Craig checked and it
is OK. Brad Miller discussed his comments regarding a Certificate of
Appropriateness Tom moved, Joyce seconded, to approved a Certificate of
Appropriateness; passed 6-0.

OLD BUSINESS:
Craig reviewed the revised Historic District guidelines, final draft. Nothing
in content was changed except to correct several dates. The format was revised
for more readability. Brad Miller noted that on pg. 21 of the Guidelines, under
Demolition, there is a bulletpoint that needs revision.
Craig also noted that the one sheet which describes what division of work
affected by these Guidelines would be addressed by which City official will be
presented at the next meeting.

The issue was also discussed concerning whether or not these Guidelines
should address the concern of having satellite TV dishes on front lawns. Craig
said that this issue needs more study by the City Attorney before it can be
addressed, hopefully early next year.
Joyce asked whether the City Attorney could be asked to be present at
our next meeting in January, 2017. Craig said that he would ask her.
Joyce made the motion (with correction on pg. 21 noted) and Gigi
seconded to accept the final draft of the Guidelines. Motion passed.
