MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA, HELD ON MONDAY, NOVEMBER 17, 2014 The Commissioners of the Housing Authority of the City of Michigan City, Indiana held a regular board meeting on Monday, November 17, 2014 at 4:30 p.m. The meeting was held at the Michigan City Housing Authority, 621 East Michigan Boulevard, Michigan City, Indiana 46360. Commissioners who attended the meetings included Vice Chairperson Virginia Keating, Commissioner Yolanda Thomas-Davis, Commissioner Carla Mock, Commissioner Colleen Babb, and Commissioner Lester Norvell. Chairperson Eddie Wilson and Commissioner William Fine did not attend this meeting. Housing Authority Attorney Michelle Bazin-Johnson attended this meeting. Public in attendance included Common Counsel Housing Authority Liaison Tim Bietry and ALCO Representative Andre Steele. Housing Authority personnel who attended the meeting included Interim Executive Director Norma Thomas and Recording Secretary Robin Fly. APPROVAL OF MINUTES: Vice Chairperson Keating called for approval of minutes dated October 20, 2014. Commissioner Norvell motioned approval of the minutes as presented to the Board. Commissioner Davis seconded the motion. CARRIED APPROVAL OF MANAGEMENT REPORTS: Vice Chairperson Keating called for approval of the management reports as presented to the Board. Commissioner Mock asked how many units are inspected each month. Interim Executive Director Thomas informed the Board that two maintenance reports exist for the month ending in September 2014 and October 2014. She stated that a total of units inspected for the month of September was 10, and the total number of units inspected for the month of October 2014 was also 10 units. She explained to the Board that numerous work orders may exist for 1 unit as indicated in the October 2014 maintenance report with a total of generated work orders at 67 divided amongst only 3 units. With no further questions, Commissioner Davis motioned approval of management reports as presented to the Board. Commissioner Babb seconded the motion. CARRIED COMMITTEE REPORTS: OLD BUSINESS: 2 NEW BUSINESS: SEMAP Certification Resolution Number 2015-03 Vice Chairperson Keating called for approval for SEMAP certification resolution number 2015- 13. In reference to the Section 8 Management Assessment Program (SEMAP) Certification HUD-52648 form, Commissioner Mock inquired about the response to question number 5 which states “less than 98% of cases sampled”. Interim Executive Director Thomas explained to the Board that the Housing Authority is required to perform annual inspections of units already inspected by Housing Authority Inspector Morgan as a follow up. She said that the Housing Authority has not performed those inspections but is in the process of correcting those inspections which is reflected on the form and that such changes are allowed. With no further inquiries, Commissioner Babb motioned to approve the SEMAP certification. Commissioner Norvell seconded the motion. RESOLUTION NUMBER 2015-03 RESOLUTION OF THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA TO APPROVE FISCAL YEAR 2014 SECTION 8 MANAGEMENT ASSESSMENT PROGRAM (SEMAP) SELF-CERTIFICATION SUBMISSION TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD). The resolution was approved by Commissioner Colleen Babb and seconded by Commissioner Lester Norvell. AYES NAYS Virginia Keating Carla Mock Yolanda Thomas-Davis Colleen Babb Lester Norvell Chairperson Eddie Wilson and Commissioner William Fine did not attend this meeting for the vote. CARRIED Approval of Bills Public Comment 3 Vice Chairperson Keating called for any public comments. Common Counsel Housing Authority Liaison Tim Bietry reminded the Board that he is available for any inquiries and submissions to the City Council. Adjournment With no further business to present before the Board for discussion or approval, Vice Chairperson Keating called for motion of adjournment. Commissioner Davis motioned to adjourn the meeting. Commissioner Norvell seconded the motion. ______________________________________ Virginia Keating, Vice Chairperson ATTEST: __________________________________________ Norma Thomas, Interim Executive Director 4 RESOLUTION NUMBER 2015-03 A RESOLUTION OF THE COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA TO APPROVE FISCAL YEAR 2014 SECTION 8 MANAGEMENT ASSESSMENT PROGRAM (SEMAP) SELF-CERTIFICATION SUBMISSION TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD). WHEREAS, on October 13, 1998 the U.S. Department of Housing and Urban Development (HUD) established the Section 8 Management Assessment Program to objectively measure a public housing agency’s performance standards in key Section 8 tenant-based program areas; and WHEREAS, HUD has established a database system called the PIH Information Center (PIC), to monitor housing authorities’ compliance with the designated performance indicators; and WHEREAS, 24 CFR Section 985.101 requires a Housing Authority administering a Section 8 tenant-based assistance program to annually submit a Section 8 Management Assessment Program (SEMAP) Self-Certification; and WHEREAS, the deadline date for submission of the Housing Authority’s self-certification of SEMAP Certification as required by HUD is within 60 days after the end of the Housing Authority’s fiscal year. NOW THEREFORE, BE IT RESOLVED, by the Commissioners of the Michigan City Housing Authority: 1) That the Interim Executive Director or her designee is hereby authorized and directed to prepare a self-certification of SEMAP attesting that there is no evidence to indicate serious deficient performance in the operation of the Housing Authority’s Section 8 Program; and 2) That the Interim Executive Director or her designee and Chairperson of the Housing Authority are hereby authorized to execute said self-certification on behalf of its Board of Commissioners, and to submit same, along with a copy of this resolution, to the Indianapolis Field Office of the United States Department of Housing and Urban Development.
