MINUTES OF THE SPECIAL MEETING OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA, HELD ON THURSDAY, DECEMBER 29, 2016 The Commissioners of the Housing Authority of the City of Michigan City, Indiana held a special board meeting on Thursday, December 29, 2016 at 4:30 p.m. The meeting was held at the Michigan City Housing Authority, 621 East Michigan Boulevard, Michigan City, Indiana 46360. The special board meeting began at approximately 4:30 p.m. Commissioners who attended the meeting included Vice Chairperson Yolanda Thomas-Davis, Commissioner Virginia Keating, Commissioner Dave McCray, and Commissioner Sean Fitzpatrick. Chairperson Carla Mock, Commissioner William Fine, and Commissioner Colleen Babb did not attend this meeting. Attorney Nelson Pichardo did not attend this meeting. Public in attendance included Housing Authority Liaison, City Council – 5th Ward Sharon Carnes. Housing Authority personnel attendee included Executive Director Norma Thomas and Executive Secretary Robin Fly. OLD BUSINESS: Computer Quotes Vice Chairperson Davis called for approval of the computer quotes and asked the Asset Committee to present the quotes to the Board. Commissioner Keating, spokesperson for the Asset Committee, informed the Board that the Housing Authority received two following computer quotes: 1) Schilling IT Professional Computer Services at a total $109,061.21 for a 3- year contract, and 2) Chester Inc. Information Technologies at a total of $87,840.00 for a 3-year contract with a difference between the quotes of $21,221.21. Commissioner Keating said that in addition to Chester Inc. Information Technologies having the lower quote, Chester Inc. Information Technologies has provided computer technical services for the Housing Authority for a number of years. She said that because the Housing Authority has not had any problems with Chester Inc. Information Technologies, this company would be the better company to establish a contract. With no comments or questions, Commissioner Keating motioned to approve the computer quote from Chester Inc. Information Technologies in the amount of $87,840.00 for a 3-year contract beginning on January 1, 2017 and ending December 31, 2020 with a monthly rate of $2.440.00. Commissioner McCray seconded the motion. RESOLUTION NUMBER 2017-04 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA TO APPROVE THE COMPUTER QUOTE FROM CHESTER INC. INFORMATION TECHNOLOGIES FOR MAINTENANCE OF EQUIPMENT, SOFTWARE AND INSTALLATION SERVICES FOR NEXT THREE YEARS (JANUARY 1, 2017 – DECEMBER 31, 2020) AT A COST OF $2.440.00 PER MONTH. AYES NAYS Yolanda Thomas-Davis Virginia Keating Dave McCray Sean Fitzpatrick CARRIED Chairperson Carla Mock, Commissioner Colleen Babb, and Commissioner William Fine did not attend this meeting. INFORMATION TECHNOLOGIES FOR MAINTENANCE OF EQUIPMENT, SOFTWARE AND INSTALLATION SERVICES FOR NEXT THREE YEARS (JANUARY 1, 2017 – DECEMBER 31, 2020) AT A COST OF $2.440.00 PER MONTH. WHEREAS, the agreement for provision of computer technical services is due to expire, and WHEREAS, the Housing Authority sent out requests for quotes for computer services to the following companies to include AMT Computers, Automated Data Systems, Chester, Inc. Information Technologies, Computer Pros MC, Orion Group, and Schilling IT, and WHEREAS, the Housing Authority received two responses from the following computer companies: 1) Schilling IT for a total cost of $109,061.21 for a 3-year contract, and 2) Chester Inc. Information Technologies for a total cost of $87,840.00 for a 3-year contract, and WHEREAS, the Asset Management Committee met to review and discuss the quotes and recommended acceptance of lowest quote from Chester Inc. Information Technologies, and WHEREAS, the Housing Authority has worked with Chester Inc. Information Technologies in past years and has had no problems with the company. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners of the Housing Authority of the City of Michigan City, Indiana motioned approval of quote from Chester Inc. Information Technologies to provide maintenance of computer equipment, software, and installation services for next 3 years (January 1, 2017 – December 31, 2020) at a cost of $2,440.00 per month. Adopted this 29th day of December 2016.
