MINUTES OF THE REGULAR
MEETING OF THE BOARD OF COMMISSIONERS
OF THE HOUSING AUTHORITY OF THE CITY
OF MICHIGAN CITY, INDIANA, HELD ON
MONDAY, MAY 15, 2017
The Commissioners of the Housing Authority of the City of Michigan City, Indiana held a regular
board meeting on Monday, May 15, 2017 at 4:30 p.m. The meeting was held at the Michigan City
Housing Authority, 621 East Michigan Boulevard, Michigan City, Indiana 46360. The regular
board meeting began at approximately 4:40 p.m. Commissioners who attended the meeting
included Vice Chairperson Yolanda Thomas-Davis, Commissioner William Fine, Commissioner
Colleen Babb, Commissioner Virginia Keating, and Commissioner Dave McCray. Chairperson
Carla Mock and Commissioner Sean Fitzpatrick did not attend this meeting. Attorney Nelson
Pichardo attended this meeting. Public in attendance included Boulevard Gardens Resident Andy
McEwan, Boulevard Gardens Resident Stephanie McEwan, and ALCO Representative Andre
Steele. Housing Authority personnel in attendance included Executive Director Norma Thomas
and Finance/HR Administrative Assistant Robin Fly.
APPROVAL OF MINUTES:
Vice Chairperson Davis called for approval of the April 17, 2017 Board meeting minutes.
Commissioner Fine motioned approval of the minutes as presented. Commissioner Keating
seconded the motion.

APPROVAL OF MANAGEMENT REPORTS:
Vice Chairperson Davis called for approval of the management reports as presented to the Board.
Commissioner Fine inquired about the new employee, Family Self-Sufficiency (FSS) Coordinator
Sharon Ratliff. Executive Director Thomas said due to unplanned events Ms. Ratliff was unable
to attend this meeting, and that Ms. Ratliff works at Lakeland Estates part time. With no further
questions, Commissioner McCray motioned to approve the management reports. Commissioner
Babb seconded the motion.

COMMITTEE REPORTS:
OLD BUSINESS:
Update of 417 East Sixth Street, #8
Vice Chairperson Davis called for an update of the 417 East Sixth Street, #8 unit at Boulevard
Gardens. Attorney Nelson informed Board that the Housing Authority recently requested
information involving the aforementioned property. He advised that the Asset Management
Procurement Committee review information recently submitted by the adjuster and report to the
Board at the next Board meeting, and asked that the committee schedule a date for the meeting
this evening. With no further comments Commissioner Keating motioned to table agenda item
involving 417 East Sixth Street, #8. Commissioner Fine seconded the motion.

NEW BUSINESS:
Public Housing Write-Offs
Vice Chairperson Davis called for approval of the public housing write offs as presented to the
Board. She said that the Housing Authority has write offs periodically that result when tenants
vacate, are deceased or evicted from the premises with the Housing Authority making attempts to
collect the funds. With no questions Commissioner Fine motioned approval of the write offs as
presented. Commissioner Keating seconded the motion.

RENT ACCOUNT RECEIVABLES FOR A TOTAL AMOUNT OF $2,360.92 FISCAL YEAR
2016-2017.

APPROVAL OF BILLS:
PUBLIC COMMENTS:
Vice Chairperson Davis called for public comments. Boulevard Gardens Resident Stephanie
McEwan inquired about 417 East Sixth Street #8 property update. In reply, Vice Chairperson
Davis stated that the Housing Authority has been presented some estimates from the contractor
and that the Asset Management Procurement Committee will review the information in order to
resolve all issues with an update at the next Board meeting.
ADJOURNMENT:
With no further business to bring before the Board, Vice Chairperson Davis adjourned the meeting
at approximately 4:45 p.m.

RESOLUTION NUMBER 2017-11
RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY
OF THE CITY OF MICHIGAN CITY, INDIANA TO WRITE OFF PUBLIC HOUSING LOW
RENT ACCOUNT RECEIVABLES FOR A TOTAL AMOUNT OF $2,360.92 FISCAL YEAR
2016-2017.
WHEREAS, the Housing Authority of the City of Michigan City, Indiana annually writes off past
due accounts for residents who have vacated, abandoned or died leaving a remaining balance due,
and
WHEREAS, such accounts were sent to the collection agency in an attempt to obtain past due
monies, and will remain at the collection agency even when the accounts have been written off by
the Housing Authority, and
WHEREAS, a list of such accounts by previous tenants are also added to the HUD website, and
WHEREAS, this attached list of tenants with overdue accounts will also be kept on the Housing
Authority’s filing records, and
WHEREAS, it is understood that when a tenant with an overdue account returns to apply for
housing, the tenant is required to first pay off any overdue accounts.
NOW THEREFORE BE IT RESOLVED that Board of Commissioners authorized the write-off
of low rent account receivables totaling $2,360.92.
BE IT FURTHER RESOLVED that low rent accounts receivables are written off to prevent a
negative finance status regarding the Housing Authority’s operating subsidy in order to obtain full
subsidy amount allocated by HUD.
