MINUTES OF THE ANNUAL MEETING OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA, HELD ON MONDAY, JULY 17, 2017 The Commissioners of the Housing Authority of the City of Michigan City, Indiana held an annual board meeting on Monday, July 17, 2017 at 4:30 p.m. The meeting was held at the Michigan City Housing Authority, 621 East Michigan Boulevard, Michigan City, Indiana 46360. The annual board meeting began at approximately 4:30 p.m. Commissioners who attended the meeting included Chairperson Carla Mock, Vice Chairperson Yolanda Thomas-Davis, Commissioner Colleen Babb, Commissioner Virginia Keating, and Commissioner Sean Fitzpatrick. Commissioner William Fine and Commissioner Dave McCray did not attend this meeting. Attorney Nelson Pichardo attended this meeting. Public in attendance included Housing Authority Liaison, City Council – 5th Ward Sharon Carnes, ALCO Representative Andre Steele, and Housing Authority Boulevard Gardens Resident Demetria Ladalski. Housing Authority personnel in attendance included Executive Director Norma Thomas. APPROVAL OF MINUTES: Chairperson Mock called for approval of the June 19, 2017 Board meeting minutes. Vice Chairperson Davis motioned approval of the minutes as presented. Commissioner Babb seconded the motion. CARRIED APPROVAL OF MANAGEMENT REPORTS: Chairperson Mock called for approval of the management reports as presented to the Board. She inquired about the status of rehab units. In reply, Executive Director Thomas stated that there are a few outstanding units in process of rehab. Chairperson Mock informed Board about a new Family Self Sufficiency (FSS) Program monthly report June 2017. With no questions Commissioner Fitzpatrick motioned to approve the management reports. Commissioner Keating seconded the motion. CARRIED COMMITTEE REPORTS: Chairperson Mock called for any committee reports. She explained to the Board that negotiation talks with the union are in process regarding the contract renewal and that more information will be provided. OLD BUSINESS: NEW BUSINESS: Annual Election of Officers Chairperson Chairperson Mock relinquished her position as Chairperson of the Board of Commissioners of the Michigan City Housing Authority. Executive Director Thomas asked for nominations for Chairperson. Commissioner Keating motioned to nominate Carla Mock as Chairperson of the Michigan City Housing Authority Board of Commissioners. Commissioner Fitzpatrick seconded that motion for nomination of Commissioner Carla Mock. Commissioner Carla Mock stated her acceptance of the nomination. With no objections, Executive Director Thomas introduced Commissioner Carla Mock as the re-elected Chairperson of the Board of Commissioners of the Michigan City Housing Authority for years 2017 and 2018. RESOLUTION NUMBER 2017-14 RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA TO APPROVE THE NOMINATION OF COMMISSIONER CARLA MOCK AS THE CHAIRPERSON FOR THE BOARD OF COMMISSIONERS OF THE MICHIGAN CITY HOUSING AUTHORITY FOR YEARS 2017/2018. AYES NAYS Yolanda Thomas-Davis Colleen Babb Virginia Keating Sean Fitzpatrick Commissioner William Fine and Commissioner Dave McCray did not attend this meeting for a vote. CARRIED Vice Chairperson Vice Chairperson Davis relinquished her position as Vice Chairperson of the Board of Commissioners of the Michigan City Housing Authority. Executive Director Thomas asked for nominations for Vice Chairperson. Commissioner Keating motioned to nominate Commissioner Sean Fitzpatrick as Vice Chairperson of the Michigan City Housing Authority Board of Commissioners. Chairperson Mock seconded that motion for nomination of Commissioner Sean Fitzpatrick. Commissioner Sean Fitzpatrick stated his acceptance of the nomination. With no objections, Executive Director Thomas introduced Commissioner Sean Fitzpatrick as the newly elected Vice Chairperson of the Board of Commissioners of the Michigan City Housing Authority for years 2017 and 2018.  RESOLUTION NUMBER 2017-15 RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA TO APPROVE THE NOMINATION OF COMMISSIONER SEAN FITZPATRICK AS THE VICE CHAIRPERSON FOR THE BOARD OF COMMISSIONERS OF THE MICHIGAN CITY HOUSING AUTHORITY FOR YEARS 2017/2018. AYES NAYS Carla Mock Yolanda Thomas-Davis Colleen Babb Virginia Keating Commissioner William Fine and Commissioner Dave McCray did not attend this meeting for a vote. CARRIED Local 135 Chairperson Mock called for discussion of Local Teamsters Union 135. Executive Director Thomas informed the Board that she distributed paperwork to the policy/personnel committee along with copies of paperwork on the table. She said that contract agreement must be completed by September 30, 2017. Audit Report Chairperson Mock informed the Board that she will schedule a meeting with Executive Director Thomas to review the audit report, and will also schedule a committee meeting if needed. She said that results from discussion of meeting(s) will be presented at the next Board meeting. 2017-2018 Fiscal Year Budget Chairperson Mock explained to the Board that the 2017-2018 Fiscal Year budget will be presented to the Board and that Executive Director Thomas is in the process of working on that budget. Executive Director Thomas asked that the Asset Management/Procurement/Construction Committee meet on August 21, 2017 before the Board meeting at 4:30 p.m. to discuss the operating subsidy budget. APPROVAL OF BILLS: PUBLIC COMMENTS: Chairperson Mock called for any comments from the public. Housing Authority Boulevard Gardens Resident Demetria Ladalski explained to the Board about an entry into his apartment without advanced notification and that she had contacted Executive Director Thomas and is awaiting a response. Chairperson Mock said that she was glad for information Ms. Ladalski relayed information to the Board about this incident, and that Executive Director Thomas would follow up with Ms. Ladalski’s grievance and concerns. Ms. Ladalski also informed Board about a previous complaint regarding mold in her unit and received follow up from the Housing Authority a year later. Chairperson Mock informed Ms. Ladalski that if she has submitted a grievance and Executive Director Thomas has not met her expectations, then that grievance would be submitted to the Board of Commissioners for a grievance hearing with a formal decision resulting from the grievance hearing. Newly-elected Vice Chairperson Fitzpatrick inquired about the grievance process for a resident. In response, Chairperson Mock said that if a tenant goes to his or her housing manager and the grievance is not satisfied, then the tenant would go to Executive Director Thomas. If Executive Director Thomas does not satisfy the grievance by the tenant, then the grievance would come to the Board for a decision and grievance must be in written format. WHEREAS in accordance with the By-Laws of the Housing Authority of the City of Michigan City, Indiana Article 1 – The Authority, Section 6. Election of Appointment, the Chairperson shall be elected at the annual Board meeting, and WHEREAS the Chairperson is to hold office for one (fiscal) year, and WHEREAS Board of Commissioners arrived at a consensus of the re-election of Commissioner Carla Mock, and WHEREAS Commissioner Carla Mock accepted the nomination for the office of Chairperson for (fiscal) year 2017/2018. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners of the Housing Authority of the City of Michigan City, Indiana authorized the re-election of Commissioner Carla Mock as Chairperson of the Board of Commissioners for years 2017and 2018.
