MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF MICHIGAN CITY, INDIANA, HELD ON MONDAY, JUNE 18, 2018 The Commissioners of the Housing Authority of the City of Michigan City, Indiana held a regular board meeting on Monday, June 18, 2018 at 4:30 p.m. The meeting was held at the Michigan City Housing Authority, 621 East Michigan Boulevard, Michigan City, Indiana 46360. The regular board meeting began at approximately 4:35 p.m. Commissioners who attended the meeting included Chairperson Carla Mock, Vice Chairperson Sean Fitzpatrick, Commissioner Yolanda Thomas-Davis, and Commissioner Virginia Keating. Commissioner Colleen Babb, Commissioner William Fine, and Commissioner David McCray did not attend this meeting. Attorney Nelson Pichardo attended this meeting. Public in attendance included Housing Authority Liaison, City Council – 5th Ward Sharon Carnes and ALCO Representative Andre Steele. Housing Authority personnel in attendance included Executive Director Norma Thomas and Secretary Robin Fly. MINUTES: May 21, 21018 Chairperson Mock called for approval of the Board meeting minutes as presented to the Board. Vice Chairperson Fitzpatrick motioned approval of the minutes as presented to the Board. Commissioner Keating seconded the motion. CARRIED DIRECTOR’S REPORT: Chairperson Mock called for discussion of the director’s report. Executive Director Thomas informed the Board that there is no finance report because the fee accountant assigned a new person to process the financial statements, and that two finance reports will be issued at the next Board meeting. Executive Director Thomas said that she and Section 8 Housing Manager Kathy Wilson attended the Mayor’s Night Out quarterly meeting. She reported to the Board that Boulevard Gardens has 1 vacant unit, 413 East Sixth Street, Apartment #6, which was damaged by fire last year, and that due to contract signing issues the Housing Authority may have to send out request for bids for repair of the unit. Executive Director Thomas stated that Lakeland Estates has 3 vacant units and that the Family Self Sufficiency (FSS) Coordinator is no longer working at the Housing Authority due to lack of grant funding. With no inquiries, Commissioner Davis motioned to approve the director’s report as presented to the Board. Vice Chairperson Fitzpatrick seconded the motion. CARRIED COMMITTEE REPORTS: Personnel Committee Chairperson Mock called for a report from the personnel committee. She informed Board that she would contact the Board via email for further instructions regarding the executive director evaluation process. OLD BUSINESS: Audit Results Chairperson Mock called for discussion of the audit results. Executive Director Thomas stated that there was no business to report at that time regarding the audit. Pipeline Safety Chairperson Mock called for discussion of pipeline safety. Attorney Nelson informed the Board that he is working with NIPSCO for hire of a master meter gas operator and is also working to find a spare master meter gas operator. NEW BUSINESS: Chairperson Mock said that there was no new business and that she reminded the Board about the notice that Executive Director Thomas sent out regarding training at the South Bend Housing Authority. Executive Director Thomas stated that the training will be held on Tuesday, June 26, 2018, that response is needed immediately, and that the notice would be sent out via email to the Board. PENDING ITEMS: Chairperson Mock called for review of the Michigan City Housing Authority pending items list. With review of the pending items list she said that the pending auditor item should be completed at this time. In response Executive Director Thomas asked that this item remain in pending status on the list due to further inquiry. Chairperson Mock said that union negotiations would be added to the pending items list. Commissioner Keating asked about the status of the Memorandum of Understanding (MOU) regarding the housing inspector. In reply, Executive Director Thomas said that the South Bend Housing Authority is in the process of calculating total cost for inspector. APPROVAL OF BILLS: PUBLIC COMMENTS: ADJOURNMENT: With no further business to bring before the Board, Chairperson Mock called for motion to adjourn the meeting.
