MICHIGAN CITY POLICE CIVIL SERVICE COMMISSION COMMISSIONERS: JOHN PLISKE * MICHAEL BUDA * MICHAEL PALMER 100 E. Michigan Blvd. * Michigan City, IN 46360 * Telephone: (219) 873-1570 * Emergency: Dial 911 Michigan City Police Civil Service Commission Meeting Minutes: November 18, 2015 Commissioner Pliske called the meeting to order at 1:30 PM. A quorum was noted with Commissioners John Pliske, Mike Buda and Mike Palmer in attendance. Also present was Police Chief Mark Swistek, Assistant Police Chief Royce Williams, Assistant Police Chief Tim Richardson, Sgt. Chris Yagelski, and commissioner attorney Jennifer Koethe. Chief Mark Swistek addressed the audience explaining the job expectations with a descriptions of leadership and management. Chief Mark Swistek then introduced the new Corporal as Kevin Urbanczyk. Chief Mark Swistek then introduced the new Sergeant as Jason Holaway. Commissioner Buda made a motion to accept all the minutes as presented. The motion was seconded by Commissioner Palmer and carries as follows: AYES: Members Pliske, Buda and Palmer (3). NAYS: None (0). Motion Carries. Probationary Officers Report- Sgt. Chris Yagelski stated the three (3) officers have graduated from the academy and are back home and working under Corp. Alt. All three (3) officers are on the afternoon shift. Their probation period will be up March or April of 2016. There is currently one (1) applicant in background right now. The next academy is going to be in March 2016 for the new three (3) hires Nicholas Baker, Nicholas Charo, and Louis Gallegos. Report from Chief Swistek- Chief Swistek asked that the commission select a Promotional Testing date for 2016 and that if there are any changes that the officers need to know to prepare for the test, to please share that information with them. Commissioner Buda stated that the commission is currently searching for new study books but the commission will be staying with the oral exam and written exam. There was a conversation with Standard who the test booklets come from and it was relayed to everyone that the test booklets have been changed to match the study books. The commission hopes to buy two (2) sets of study books. But that arrangements need to be made to make sure that they are returned when checked out. Chief Swistek asked if an electronic version was available and the commission stated they would look into that. Commissioner Palmer stated that the Promotional Test should take place on Thursday, November 10, 2016 at 1:00 PM and Chief Swistek added that the new police station will be operational and that the testing could be held there. On December 5, 2015 after the Snowflake Parade, there will be a Trivia event at Barker Hall. The proceeds to this help the Police Department fund events like the Easter Egg Hunt, Shop with a Cop and the Citizens Academy. There was going to be a tour of the new police station on Tuesday, November 24, 2015 at 11:00 AM and anyone that wanted to attend should let him know so he can make sure there are enough hard hats and vest available. Finally, on January 8, 2016 at 2:30 PM in the EOC room there will be a retirement farewell to for Officer Bruce Krause. Report from Assistant Chief Tim Richardson- No Report Report from Assistant Chief Royce Williams- Congratulations to the two (2) officers promoted. Report from Commission Attorney- No Report New Business- Sgt. Chris Yagelski stated that for the applicant testing coming up January 9, 2016, the commission should advertise for the testing. Commissioner Buda then brought up that he has heard of counterfeit bills circulating around the city and wanted to know if it was being investigated and what can be done to help retailers? Sgt. Chris Yagelski suggested the pen that you mark the bill with telling if it was counterfeit or not is the best way to go. He stated he has some at the station and to stop over and he would show them how they work. Commissioner Buda made a motion to adjourn the meeting. The motion was seconded by Commissioner Palmer and carries as follows: AYES: Members Pliske, Buda and Palmer (3). NAYS None (0). Motion Carries. NEXT MEETING WILL BE WEDNESDAY, DECEMBER 16, 2015 AT 11:00 A.M.
