Michigan City Police Civil Service Commission Meeting Minutes: December 16, 2015
Commissioner Pliske called the meeting to order at 11:00 a.m. A quorum was noted with Commissioners John
Pliske, Mike Buda and Mike Palmer all in attendance. Also present was Police Chief Mark Swistek, Assistant
Police Chief Tim Richardson, Assistant Police Chief Royce Williams, and Commission Attorney Jennifer
Koethe.
Awards- At this time, Police Chief Mark Swistek addressed the Commission about three Letters of
Accommodation that he would be presenting today. They were as follows:
Sergeant Ken Havlin for an incident that occurred on August 29, 2015.
Corporal Michelle Widelski for incidents that occurred on August 11, 2015 and August 29, 2015.
Patrolman David Baker for an incident that occurred on August 29, 2015.
Approval of Minutes- Commissioner Buda made a motion to accept the minutes from the November 18, 2015
regular meeting and the November 18, 2015 Special Meeting. The motion was seconded by Commissioner
Palmer and was carried as follows: AYES: MEMBERS Pliske, Buda and Palmer (3). NAYS: None (0);
Motion Carries.
Probationary Officer Report- The three probationary officers: Sopher, Harris and Brinkman are riding along
with Corporal Alt. The Commissioners will be able to ride along with them in January.
Baker, Charo, and Gallegos have completed the Fire Arms training and will go to the Police Academy in March
with graduation in June 2016.
New Business- Police Chief Mark Swistek asked the Commission for an update on materials for the upcoming
Promotional testing.
Chief Swistek thanked everyone for the Shop with a Cop which was held on December 7, 2015.
The Fast Team was acknowledged for having made 111 arrest in November 2015.
The Police Civil Service Commission was thanked for all they are doing with the 2016 Promotional testing.
And lastly Happy Holidays.
Report from Assistant Police Chief Tim Richardson- Assistant Police Chief Tim Richardson just wanted to
thank the Police Department for all their hard work in 2015 and to also thank the commission.
Report from Assistant Police Chief Royce Williams- Assistant Police Chief Royce Williams Congratulated
all the officers who received awards today and wished everyone a Happy Holidays.
Report from Police Chief Mark Swistek- Chief Swistek wanted to also mention the following officers who
received Letters of Accommodations today but were unable to attend the meeting. They are:
Patrolman Ken Eugia for an incident on August 7, 2015.
Patrolman Jacob Ray for an incident on August 7, 2015.
Patrolman Scott Matzke for an incident on August 11, 2015.
Patrolman Andy Paull for an incident on August 29, 2015.
Patrolman Tom Bunton for an incident on August 29, 2015.
Commission Attorney Jennifer Koethe- Wanted to wish everyone a Happy Holidays.
Report from City Council Pat Boy- Not Present
Commission Comments- Commission Palmer made a motion to accept the Jennifer Koethe, Commission
Attorney’s, Contract for 2016. The motion was seconded by Commissioner Buda and was carried as follows:
AYES: MEMBERS Pliske, Buda and Palmer (3). NAYS: (0); Motion Carries.
Commissioner Palmer read a letter from Police Chief Mark Swistek in regards to Patrolman Bruce Krause
retirement and that there would be a reception in the EOC room located in the lower level of City Hall on
Friday, January 8, 2016 at 2:30 PM.
Call the Commissioners congratulated Patrolman Krause and wished him luck in his retirement, they wanted
the administration to know that they have done a great job in 2015 and to keep up the excellent work, and
Merry Christmas.
Public Comments- Sergeant Chris Yagelski reminded everyone that testing for new applicants would be held
on January 9, 2016 and the deadline to submit applications was December 30, 2015 at 4:00 PM. Also, there
would be no interviews with the three commissioners prior to the test, there would just be one interview
scheduled and that will be held on January 16, 2016.
Commissioner Buda made a motion to adjourn. The motion was seconded by Commissioner Palmer and was
carried as follows: AYES: MEMBERS Pliske, Buda and Palmer (3). Nays (0); Motion Carries.
Next meeting will be Wednesday, January 13, 2016 at 11:00 a.m.
