Michigan City Police Civil Service Commission Meeting Minutes: July 13, 2016
Commissioner Buda called the meeting to order at 11:00 a.m. A quorum was noted with
Commissioners Mike Buda, Mike Palmer, and John Pliske in attendance. Also present was Police
Chief Mark Swistek, City Council Representative Pat Boy and commission attorney Jennifer
Koethe.
Commissioner Palmer made a motion to accept all the minutes as presented from the regular
meeting and special meetings. The motion was seconded by Commissioner Pliske and carried as
follows: AYES: Members Buda, Palmer, and Pliske (3). NAYS: None (0). Motion Carries.
Probationary Officers Report- Chief Mark Swistek reported the three (3) probationary officers
have all graduated from the Indiana Law Enforcement Academy and will return to the FTO
program and will assist Capt. Jesse with the summer events then will be assigned to the midnight
shift to assist with personnel shortage then assigned a shift to finish out their FTO program riding
solo late fall. He is pleased with their reports and pleased with the ILEA reports.

Report from Chief Swistek- Chief Swistek stated it has been a very busy month but added there
has not been any serious incidents, he was very proud of the Michigan City Police Department.
Chief Report he has been meeting with civil leaders in the community to assure them what’s
happening around the country with police issues doesn’t occur in our community.
The New Police Station will have a Public Open House on Thursday, July 28, 2016 and the Mayor
will have a dedication at 6:00 pm. The times of the open house will be 9:00 am – 7:00 pm.
Discussion ensued between Commissioner Pliske and Chief Swistek about the new traffic pattern;
Chief Swistek stated that Craig Phillips, City Planner will be conducting a traffic study to see if any
of the stop signs should remain or not.
Discussion ensued between Commissioner Buda and Chief Swistek about the fireworks; Chief
Swistek stated that Capt. Steve Jesse did a great job, attendance was down, there were two
arrests at Stop 2 however, and the City was on its best behavior.
Commissioner Buda thanked Chief Swistek for working with the community and its leaders about
the public vs law enforcement issues. Chief Swistek reminded the public that they have a
Facebook page that keeps the public informed with what’s going on.

Commission Comment- Commissioner Palmer thanked Sgt. Chris Yagelski and his volunteers for
organizing a great Kiddie Parade, Capt. Steve Jesse for the traffic patterns for the fireworks, and
the Police Department and volunteers for making the city safe during a very busy season.
Council Comments: Councilwoman Boy thanked the Police Department for their handling of the
traffic exiting the park from the fireworks.

Commissioner Pliske made a motion to adjourn the meeting at 11:15 AM. The motion was
seconded by Commissioner Palmer and carries as follows: AYES: Members Pliske, Buda, and
Palmer (3). NAYS None (0). Motion Carries.
