MICHIGAN CITY POLICE CIVIL SERVICE COMMISSION REGULAR MEETING MINUTES January 11, 2017 The Police Civil Service Commission of Michigan City, Indiana, held its regular monthly meeting on Wednesday, January 11, 2017 in the Community Room located at 1201 E. Michigan Blvd., Michigan City, Indiana. DETERMINATION OF QUORUM - A quorum was present to conduct business. CALL TO ORDER - Commissioner Michael Palmer called the meeting to order at 11:00 a.m. ROLL CALL OF MEMBERS - Present: Commissioners Michael Palmer, Mike Buda and John Pliske. Also present: Chief of Police Mark Swistek, Assistant Police Chief Tim Richardson, Assistant Police Chief Royce Williams, Commission Secretary Jennifer Clouse, City Council Representative Pat Boy and Sgt. Chris Yagelski. APPROVAL OF MINUTES - Commissioner Buda made a motion to approve the minutes of the Regular Meeting held on December 14, 2016 and the Special meeting held on December 14, 2016. The motion was seconded by Commissioner Pliske. Motion carried 3-0. OLD BUSINESS APPLICANTS IN PROCESS POLYGRAPH: None BACKGROUND INVESTIGATIONS: There is one (1) applicant in background, this will be discussed at the special meeting to follow. PHYSICAL/PSYCH: None PERF: None APPLICANT TESTING  Commissioner Palmer reported that there were 55 applications on file; 37 showed for the testing on Saturday, January 7, 2017; 27 passed the written portion of the testing; 25 passed the Physical Agility Test.  The first six (6) names on the hiring list will be sent to polygraph.  The Commissioners thanked Chief Mark Swistek, Sgt. Chris Yagelski, Jamie Blackwell and staff for their assistance during the testing. NEW BUSINESS CORRESPONDENCE RECEIVED – None CLAIMS TO BE PAID: 1 January 11, 2017 meeting minutes  Commissioner Pliske made the motion to approve the claims as presented which total $300.00. The motion was seconded by Commissioner Buda. Motion Carries 3-0. OTHER BUSINESS:  Commissioner Pliske congratulated Corporal Al Bush and Officer Steve Gutowski on their retirements.  Commissioner Pliske made the motion to accept the retirements of Corporal Al Bush and Officer Steve Gutowski. The motion was seconded by Commissioner Buda. Motion Carries 3-0.  Commissioner Palmer gave a reminder to Chief Swistek about the Past Performances for July 1, 2016- December 31, 2016 still need to be turned into the Commission. REPORT FROM CHIEF SWISTEK  Chief Swistek awarded Officer Carol Pytynia the Life Saving award for an incident that occurred on November 9, 2016.  Chief Swistek awarded Corporal Greg Radiger, Officer Nick Charo and Officer Nick Baker the Acceptation Service Award for an incident that occurred on November 9, 2016.  Chief Swistek reminded everyone that the Annual Easter Egg hunt was fast approaching.  Chief Swistek congratulated Corporal Al Bush and Officer Steve Gutowski on their retirements.  Chief Swistek stated that February was In Service Training for the department. REPORT FROM ASST. CHIEF RICHARDSON  Assistant Chief Richardson congratulated Corporal Al Bush and Officer Steve Gutowski on their retirements. REPORT FROM ASST. CHIEF WILLIAMS  Assistant Chief Williams congratulated Corporal Al Bush and Officer Steve Gutowski on their retirements. REPORT FROM SGT. YAGELSKI  Sgt. Yagelski gave an update on Nathan Hynek at the academy; stating he is going well; will graduate with honors.  Nathan Hynek will then to go the midnight shift.  There will be 161 graduating from the academy this time, so the location will be different from before to accommodate the larger crowd. COMMISSIONERS COMMENTS  Commissioners asked what numbers was the department at, Chief Swistek responded that the department is at 85, the number will go down to 83 with the retirements in January 2017 and then expecting two more retirements in July 2017, will take the number down to 81. Chief Swistek would like to be at 83 so he would like to get two (2) REPORT FROM COMMISSION ATTORNEY No Report REPORT FROM CITY COUNCIL LIAISON  Councilwoman Boy congratulated the retirees. PUBLIC COMMENTS: None Next meeting date is scheduled for February 8, 2017 at 11:00 a.m. in the Community Room. Meeting adjourned at 11:17 a.m. on motion by Commissioner Buda and seconded by Commissioner Pliske.
