MICHIGAN CITY POLICE CIVIL SERVICE COMMISSION
REGULAR MEETING MINUTES
March 22, 2017
The Police Civil Service Commission of Michigan City, Indiana, held its regular monthly meeting on Wednesday, March 22,
2017 in the Community Room located at 1201 E. Michigan Blvd., Michigan City, Indiana.
DETERMINATION OF QUORUM - A quorum was present to conduct business.
CALL TO ORDER - Commissioner Michael Palmer called the meeting to order at 11:00 a.m.
ROLL CALL OF MEMBERS - Present: Commissioners Michael Palmer, Michael Buda and John Pliske.
Also present: Chief of Police Mark Swistek, Assistant Police Chief Royce Williams, Commission Secretary Jennifer Clouse,
Commission Attorney Jennifer Koethe, and Sgt. Chris Yagelski.
APPROVAL OF MINUTES - Commissioner Buda made a motion to approve the minutes of the Regular Meeting held on
February 8, 2017, Special meeting held on February 8, 2017 and the Special meeting held on March 17, 2017. The motion
was seconded by Commissioner Pliske. Motion carried 3-0.
AWARDS- Police Chief Mark Swistek presented the following awards at this time:
Lt. Steve Westphal received the Exceptional Service Award for an incident occurring on January 25, 2017 on
Holliday Street.
Sgt. Darren Kaplan received the Exceptional Service Award for an incident occurring on January 4, 2017 on E.
Barker Avenue.
Officer Scott Combs received a Letter of Accommodation for an incident occurring on January 25, 2107 on Holliday
Street.
Officer Scott Combs received the Exceptional Service Award for an incident occurring on January 4, 2017 on E.
Barker Avenue.
Chief Marshal Steve Dick with the Trail Creek Police Department received a Letter of Accommodation for an incident
occurring on January 25, 2017 on Holliday Street. (Chief Swistek also added that Chief Marshal Dick goes out of his
way when called, he is always there to assisted the MCPD)
Officer Richard Sosa received the Exceptional Service Award for an incident occurring on January 25, 2017 on
Holliday Street.
Officer Al Schutz received the Exceptional Service Award for an incident occurring on January 25, 2017 on Holliday
Street.
OLD BUSINESS
APPLICANTS IN PROCESS
POLYGRAPH: Currently three (3) in polygraph and will be discussed at the special meeting to follows.
BACKGROUND INVESTIGATIONS: Currently three (3) in Background and will have them back sometime next week; a
special meeting will need to be called to discuss these.
PHYSICAL/PSYCH: None
PERF: Currently two (2) have appointments; should have the results in two (2) weeks.

ELIGIBITY LIST UPDATE
Commission is currently half way through the hiring list; might need to hold another testing in summer.
NEW BUSINESS
CORRESPONDENCE RECEIVED
Commissioner Pliske announced a letter was received from Ryan Horst.
The commission received a letter regarding the retirement of Officer Thomas Jackson effective March 14,
2017 after serving 27 years with the Michigan City Police Department.
A resignation letter was received from Probationary Officer Nathan Hynek effective March 21, 2017.
The following motions were made:
Commissioner Buda made the motion to accept the retirement of Officer Thomas Jackson effective March 14, 2017. The
motion was seconded by Commissioner Pliske. Motion Carries 3-0.
Commissioner Buda made the motion to accept the resignation of Probationary Officer Nathan Hynek effective March 21,
2017. The motion was seconded by Commissioner Pliske. Motion Carries 3-0.
Commissioner Buda made the motion to pay the claims as presented in the amount of $1,241.71. The motion was seconded
by Commissioner Pliske. Motion Carries 3-0.
REPORT FROM CHIEF SWISTEK
Chief Swistek stated that with the mid weather, the department has been very busy.
Chief Swistek reminded everyone of the upcoming Easter Egg Hunt on Saturday, April 8, 2017 starting at 12 noon.
Wednesday, April 5, 2017 starting at 8:00 am is when the Easter Eggs will be stuffed at the Senior Center and
volunteers are needed.
Chief Swistek announced he has gotten several calls and wanted everyone to know, yes the Michigan City Police
Department is currently accepting applications.
REPORT FROM ASST. CHIEF WILLIAMS
Assistant Chief Richardson announced that as of November 2016 PNC is assisting with a crime tip app for cell
phones, this is for an Android system and if all goes well, an Apple app will come soon.
REPORT FROM SGT. YAGELSKI – Division of Prosessional Standards
Sgt. Yagelski announced that the departments physical fitness testing will begin shortly and last fall 90% of the
department took part in it.

The commissioners congratulated all the officers who received awards today.

PUBLIC COMMENTS: Mike Bidga commented about how nice it was that the officers receiving awards today received
plaques.
Next meeting date is scheduled for Wednesday, April 12, 2017 at 11:00 a.m. in the Community Room.
Meeting adjourned at 11:26a.m. on motion by Commissioner Buda and seconded by Commissioner Pliske. Motion Carried
3-0.
