MICHIGAN CITY POLICE CIVIL SERVICE COMMISSION REGULAR MEETING MINUTES June 14, 2017 The Police Civil Service Commission of Michigan City, Indiana, held its regular monthly meeting on Wednesday, June 14, 2017 in the Community Room located at 1201 E. Michigan Blvd., Michigan City, Indiana. DETERMINATION OF QUORUM - A quorum was present to conduct business. CALL TO ORDER - Commissioner Michael Palmer called the meeting to order at 11:00 a.m. ROLL CALL OF MEMBERS - Present: Commissioners Michael Palmer, Mike Buda and John Pliske. Also present: Attorney Jennifer Koethe, Commission Secretary Jennifer Clouse and City Council Liaison Ron Hamilton Jr. APPROVAL OF MINUTES - Commissioner Buda made a motion to approve the minutes of the Regular Meeting held on May 10, 2017, the Special meetings held on May 15, 2017 and May 4, 2017. The motion was seconded by Commissioner Pliske. Motion carried 3-0. OLD BUSINESS APPLICANTS IN PROCESS POLYGRAPH: None BACKGROUND INVESTIGATIONS: There is one (1) applicant in the Commission Office and one (1) applicant is ready, can deliver to the commission at the end of the meeting. PHYSICAL/PSYCH: None PERF: There is one (1) applicant has full approval, and one (1) applicant is waiting on PERF, hoping to have the results in two (2) weeks. Commissioner Palmer stated it is tentative right now, but a Special Meeting could be called on Monday, June 26, 2017 at 1:00 pm for a swearing in ceremony Commissioner Palmer discussed the possibility of postponing the fall test date till December 2017 stating there are no retirements scheduled at this time and there are still a significant number of applicants on the hiring list. Commissioner Pliske made the motion to postpone the applicant test date till December 2017. The motion was seconded by Commissioner Buda. Motion Carries 3-0 NEW BUSINESS 1 June 14, 2017 meeting minutes CORRESPONDENCE RECEIVED: ♦ A Letter of Retirement from Officer Larry Young Sr. effective June 27, 2017 after serving 28 years with the Michigan City Police Department was received. ♦ A Letter of Retirement from Cpl. Michael Elkins effective June 26, 2017 after serving 32 years with the Michigan City Police Department was received. CLAIMS TO BE PAID: ♦ Commissioner Pliske stated there were claims in the amount of $988.50 ♦ Commissioner Buda made the motion to approve the claims as presented which total $988.50. The motion was seconded by Commissioner Pliske. Motion Carries 3-0. ♦ Commissioner Buda made the motion to accept the retirement of Officer Larry Young Sr. effective June 27, 2017. The motion was seconded by Commissioner Pliske. Motion Carries 3-0. ♦ Commissioner Buda made the motion to accept the retirement of Cpl. Michael Elkins effective June 26, 2017. The motion was seconded by Commissioner Pliske. Motion Carries 3-0. PAST PERFORMANCE END JUNE 30, 2017 ♦ Commissioner Palmer asked that a reminder be sent out stating the end date is June 30, 2017 and the Past Performances are due. REPORT FROM CHIEF SWISTEK: ♦ Chief Swistek stated there would be a reception for Cpl. Michael Elkin on Friday, June 23, 2017 to celebrate his retirement. ♦ Chief Swistek stated there would be a reception for Officer Larry Young Sr. on Monday, June 26, 2017 to celebrate his retirement. ♦ A list of upcoming events was provided and are as follows: o On Friday, June 30, 2017 starting at 6:00 p.m. is the Kiddie Parade. o On Saturday, July 1, 2017 starting at 11:00 a.m. is the “Big Parade”. o On Tuesday, July 4, 2017 starting at dust is the fireworks. ♦ Chief Swistek stated Officers Babcock and Ford have reported to work on June 13, 2017 with Officer Babcock on the afternoon shift and Officer Ford on the Midnight shift. ♦ Chief Swistek thanked Mike and Frank with Members Advantage Credit Union for grilling hot dogs the day of the Cleveland Park Grand Opening. ♦ Chief Swistek reminded everyone how Cleveland Park is being utilized by the Michigan City School System for the Summer Feeding Program. REPORT FROM ASST. CHIEF WILLIAMS: ♦ Assistant Chief Williams or Assistant Chief Richardson were not present. REPORT FROM SGT. CHRIS YAGELSKI: ♦ Sgt. Yagelski was not present. COMMISSIONERS COMMENTS: ♦ All the commissioners congratulated the officers who are retiring, along with thanking them for their years of service. ♦ Thanked Chief Swistek for a great job on the Cleveland Park Grand Opening. REPORT FROM COMMISSION ATTORNEY: ♦ Attorney Koethe congratulated the officers who are retiring. 2 June 14, 2017 meeting minutes REPORT FROM CITY COUNCIL LIAISON: ♦ Ron Hamilton Jr. congratulated the officers who are retiring. ♦ Also thanking the officers who worked the Queen of All Saints Festival stating they did a great job. PUBLIC COMMENTS: ♦ No Report Next meeting date is scheduled for July 12, 2017 at 11:00 a.m. in the Community Room. Meeting adjourned at 11:12 a.m. on motion by Commissioner Buda and seconded by Commissioner Pliske.
