Requested is an approved list by the legislative body of all civic, educational, fraternal, and religious organizations of adults in the taxing district of Middleburg Heights. The organizations will be eligible to name delegates to the Southwest Community Health System to participate in an annual meeting, elect certain Trustees to the Southwest Community Health System Board and from time-to-time are called upon to vote on important issues regarding the Health System. The following are reminders in honoring this request: ● We respectfully ask that the Middleburg Heights legislative body review the enclosed list and approve a new list noting any organizational additions or deletions it deems appropriate. The list was last approved and provided by your legislative body in 2022. ● As a reminder, the organizational documents of the Southwest Community Health System provide that an organization is considered to be in your community if it maintains its headquarters or generally holds its meetings in your community. ● By August 31, 2024, please return a legislative body approved list via email to Sarah Brooks at sbrooks@swgeneral.com or by mail through the enclosed postage paid envelope. We have reviewed the bids for each of the three bidders and we also perfonned a certified search of the unresolved findings database for Signal Service Company, and a copy is attached hereto. The low bidder was Signal Service Company in the amount of $512,642.00. See attached bid tabulation for bid amounts. Signal Service Company has the required experience and equipment and has previously provided a similar type of work in several cities and departments. Dan Good, Traffic Technician for the City of Parma, Nino Piccoli, the Service Director for the City of Medina, and Brad Kosco, Uie City Engineer of Hudon, all gave favorable references. Signal Service Company is ODOT prequalified for this type of work. Section 2: That there is hereby appropriated from the Streets/Infrastructur e Improvements Fund $, for the purchase of a certain parcel of real estate, closing costs and related fees, expenses, and demolition and removal improvements on said parcel. Section 3: It is hereby found and determined that all formal actions of this Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such formal actions were in meetings open to the public, in compliance with all legal requirements, including Chapter 107 of the Middleburg Heights Code and Section 121.22 of the Ohio Revised Code. Section 4: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public peace, health, safety, and welfare of said City. Such necessity exists by reason of the fact that it is immediately necessary to acquire property to construct detention basins to control flooding and address the proper handling of stormwater runoff and stream flow improvement within Abram Creek. Wherefore, provided this Ordinance receives the affirmative vote of at least two-thirds {2/3) of the members of Council it shall take effect and be in force immediately upon its passage and approval by the Mayor. It was then purchased in 1940 and used as a private home until 1970; and WHEREAS, the City previously obtained ownership of the site and sold the property to the Fabrizi Family who was the highest bidder in 1985; and WHEREAS, the City of Middleburg Heights is desirous of re-purchasing the Little Red Schoolhouse site to commemorate a 112-year-old piece of Middleburg Heights history. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF MIDDLEBURG HEIGHTS, STATE OF OHIO, AS FOLLOWS: Section 1: That the Mayor and Finance Director are hereby authorized to enter into a purchase agreement, with terms and conditions the same or similar to “Exhibit A”, for the purchase of certain real estate in the City of Middleburg Heights. Section 2: That there is hereby appropriated from the Capital Improvements Fund $45,000 and the Finance Director is hereby authorized to transfer the same amount from the General Fund to the Capital Improvements Fund to implement this Resolution.
