AMERICAN RESCUE PLAN ACT TASK FORCE
REGULAR MEETING OF FEBRUARY 8, 2023
Present: Majority Leader Gene Nocera; Pamela Steele; Rev. Robyn Anderson; Christina Heckart;
Cynthia Clegg; Diana Doyle; Carl Erlacher; Joseph Fazzino; Brianna Skowera; Brig Smith
1. Call to Order
Meeting was called to order at 11:09 a.m.
2. Public Comment
None
3. Approval of Minutes
Cynthia Clegg proposed an amendment to the minutes under the adjournment to remove
Rev. from her name.
Brianna Skowera made a MOTION to approve the minutes of the January 11, 2023 regular
meeting with Cynthia’s amendment and Rev. Robyn Anderson seconded the motion. The
motion passed unanimously.
4. New Business
A. Middlesex Coalition for Children/Middlesex United Way Reallocation
Request
Pamela Steele explained that instead of having two agencies involved, it made more sense
to put it all under the Youth Services Bureau.
Brianna Skowera made a MOTION that the funds previously awarded to the Middlesex
Coalition for Children and the United Way be reallocated to the Youth Services Bureau
and Gene Nocera seconded the motion. The motion passed unanimously.
B. Remaining City Project Allocations
Brig Smith explained that in the last meeting Brianna Skowera questioned if the reduced
amounts recommended for Public Works would suffice. He stated that he met with Public
Works and they indicated that the amounts proposed by the working group would be
sufficient. He also noted that if the Public Works projects go forward with the task force’s
recommendation, it would leave the task force with $250,901.65. More discussion ensued
regarding what to do with the remaining funds and how to let departments know about the
funds set aside. Brig Smith suggested bringing the consultant to attend a task force
meeting.
Brianna Skowera made a MOTION to approve the working group’s recommendation for
the public works sidewalk repairs, detention basin cleaning, and traffic signal upgrades and
Gene Nocera seconded the motion. The motion passed unanimously.
5. Old Business
A. Report of Current Expenses and Balances
Brig updated the task force throughout the meeting.
B. Report from Water and Sewer
Joe Fazzino gave an update on Water and Sewer. He explained that the projects for
sewer basins 25 and 26 are complete for design and will be going out to bid. Basin
27 needs additional work. The Saybrook Road project is going to have a joint
venture with Public Works for improvements at the intersection of East Main Street
to Clue Avenue. Joe explained that the Oak Ridge Drive design is complete and
hopeful to go for bid this year. The Common Council approved the referendum
bond for Red Road.

MOTION to adjourn made by Brianna Skowera and Rev. Robyn Anderson seconded the
motion. The motion passed unanimously and the meeting ended.
