AMERICAN RESCUE PLAN ACT TASK FORCE
REGULAR MEETING OF OCTOBER 11, 2023
Present: Pamela Steele; Carl Erlacher; Diana Doyle; Brianna Skowera; Rev. Robyn Anderson,
Cynthia Clegg; Gene Nocera; Bobbye Knoll Peterson; Christine Marques; Kevin Elak; Brig Smith

1. Call to Order
Meeting was called to order 11:05 a.m.
2. Public Comment
None
3. Approval of Minutes
Gene Nocera made a motion to approve the minutes from the September 13, 2023
regular meeting minutes and Brianna Skowera seconded the motion. The motion
passed with Cynthia Clegg abstaining.
4. New Business
A. Request to Change Budget for St. Vincent de Paul
Martha McCabe explained that she spoke with Mary Ellen in which she submitted
a draw request that was not in her approved budget. She then sent a request to
revise her budget. Martha explains that St. Vincent de Paul reduced the amount of
certain fees but increased legal fees and funds for a housing consultant, which is
ARPA eligible. More discussion ensued regarding city taxes and sewer bills are
ARPA eligible and Martha explains that they are ARPA eligible.
Cynthia Clegg made a motion to approve the request to change the budget for St.
Vincent de Paul and Rev. Robyn Anderson seconded the motion. The motion
passed unanimously.
B. Declination for Funding for Middlesex Redemption Center
Martha McCabe explained that on October 8th, Mr. Gomes sent an email to Brig,
the Mayor and herself stating that after the inability to find a location he was
declining his $88,000 ARPA award. Brig Smith stated that the Mayor confirmed
with Mr. Gomes that he was declining the award. Discussion ensued regarding if
the Task Force needed to take an action today regarding Mr. Gomes award. Martha
McCabe explained that the money goes to the city’s unobligated or contingency
fund and no action is necessary. Diana Doyle explained that we need something
from the either the committee or the council to transfer the money from the
Middlesex Redemption Center back into the ARPA contingency line. Gene Nocera
stated that he could write up the resolution for the next council meeting to transfer
the money back into the contingency line.
Gene Nocera made a motion to transfer the $88,000 from Middlesex Redemption
Center to the ARPA contingency line and Bobbye Knoll Peterson seconded the
motion. The motion passed unanimously.
5. Old Business
A. Report of Current Expenses and Balances
Martha shared her screen and explained that the city is more than a third expensed
in total of the ARPA award. She went through each subreceipient project and
explained how far along each are. Martha also explained that she has been
reviewing POs and other expenses for the city projects.

Gene Nocera made a motion to adjourn and Rev. Robyn Anderson seconded the motion.
The motion passed unanimously and the meeting adjourned at 11:40 p.m.
