MINUTES AMERICAN RESCUE PLAN ACT TASK FORCE REGULAR MEETING OF APRIL 10, 2024 Present: Pamela Steele; Diana Doyle; Brianna Skowera; Rev. Robyn Anderson, Cynthia Clegg; Christine Marques; Joseph Fazzino; Carl Erlacher; Brig Smith; Benjamin Florsheim Public: Martha McCabe, Claire Collins 1. Call to Order Meeting was called to order. 2. Public Comment None 3. Approval of Minutes Cynthia Clegg made a motion to approve the minutes from the December 13, 2023 regular meeting minutes and Brianna Skowera seconded the motion. The motion passed unanimously. 4. New Business A. Contract with UHY and Remaining Management Through Completion of All Grants Discussion began before a quorum was met. Brig explained that we have exceeded our cost for the year, based on the Appendix A of the contract. He explained that UHY has been efficient that there will be additional funds leftover but because of that, we are exceeding the amount this year. Diana Doyle explained that because we are not exceeding the cost of the contract, the task force can approve the shuffling of funds, and the Mayor can sign an amendment to the contract to shuffle the funds around for the year and not require council action. After a quorum was met, Pamela Steele made a motion to approve the shuffling of funds to adjust the cost-not-to-exceed for year 2 and Cynthia Clegg seconded the motion. The motion passed unanimously. B. UHY Site Visit Discussion began before a quorum was met. Martha McCabe explained that Claire and herself will be coming to Middletown from May 20th until May 22nd. She explained that there will be a meeting with staff, and hopefully the Task Force and the Mayor, on May 20th and then again on May 22nd. Martha is hoping to meet with the 7 recipients that will be continuing to spend after Christmas, to make sure they understand the obligation deadlines. C. Update on Projects Martha shared here screen with the Task Force. She explained that an obligation form was sent out to all the subrecipients that are still spending. She explained that NoRA Cupcake and Westfield Fire will be returning a small amount of money. She further explained that the recipients that need an extension are Riverbend, Middlesex Chamber, Cross Street, the YMCA Peer to Peer program, DFC of Middletown, the Middletown Racial Justice Project, and Oddfellows. D. Amendments to Extend Subrecipient Agreements Brig explained that Martha covered this agenda item when updating the Task Force of the projects. Brianna Skowera made a motion to allow the extension of the subrecipient agreements and Cynthia Clegg seconded the motion. The motion passed with Rev. Robyn Anderson and Pamela Steele abstaining. 5. Old Business A. Report of Current Expenses and Balances Brig explained that Martha covered this agenda item when updating the Task Force of the projects. 6. Other Martha explained that the Russell Library needs to revise their budget to transfer money from the equipment line to the supply line, in order to fix the misclassification of furniture as equipment and instead supplies. Cynthia Clegg made a motion to approve the revision and Pamela Steele seconded the motion. The Motion passed unanimously. 7. Adjournment Brianna Skowera made a motion to adjourn and Pamela Steele seconded the motion. The motion passed unanimously and the meeting adjourned. 2
