AMERICAN RESCUE PLAN ACT TASK FORCE
REGULAR MEETING OF JUNE 12, 2024
Present: Pamela Steele; Diana Doyle; Brianna Skowera; Rev. Robyn Anderson; Christine
Marques; Joseph Fazzino; Kevin Elak; Gene Nocera; Brig Smith; Benjamin Florsheim

1. Call to Order
Meeting was called to order.
2. Public Comment
None
3. Approval of Minutes
Brianna Skowera made a motion to approve the minutes from the April 10, 2024
and May 8, 2024 regular meeting minutes and Pamela Steele seconded the motion.
The motion passed unanimously.
4. New Business
A. JDS Holdings, LLC Budget Revision
Martha McCabe explained that the budget revision request is due to an item being
misclassifies as equipment instead of supplies. She made it clear that they are no
changing their scope or anything as to the intentional use of their funds.
Brianna Skowera made a motion to approve the budget revision and Christine
Marques seconded the motion. The motion passed unanimously.
B. Russell Library Budget Revision
Martha McCabe explained that the library’s budget revision request in due to them
needing to purchase a skid loader for snow removal, which was not on their original
budget. Discussion ensued and Brianna Skowera questioned if there’s was no
difference in the total cost and just a reallocation and Martha McCabe confirmed
there’s no revision to the total cost.
Brianna Skowera made a motion to approve the budget revision and Pamela Steele
seconded the motion. The motion passed unanimously.
C. Water & Sewer – Sewer Main Rehab
Martha McCabe explained that Water & Sewer received over $2 million and their
initial request was to use the funds for water and sewer upgrades and improvements
wherever necessary. She further explained that they request $100,000 to
specifically be used on a specific area in the city and needs the task forces approval.
Joseph Fazzino explained that the project would be for sealing some of the existing
vaults that go up to Mattabassett, which falls under the rehab. Diana Doyle asked
Joseph Fazzino if the budget revision falls within the dollar scope of what has been
allocated already or if there needs to be a transfer of funds from one project to
accommodate the request. Joseph Fazzino confirmed that no additional money is
needed.
Pamela Steele made a motion to approve the budget revision and Gene Nocera
seconded the motion. The motion passed unanimously.
D. Updates from UHY Site Visit
Mayor, Ben Florsheim, explained that Martha McCabe covered this agenda item
when updating the Task Force earlier in the meeting.
E. UHY Written Communication Deadline Report
Mayor, Ben Florsheim, explained that Martha McCabe covered this agenda item
when updating the Task Force earlier in the meeting.
F. Deadline to Submit Changes of Scope and/or Budget for All Subrecipients and
City Projects
Martha McCabe recommended that the task force adopt an August 7th deadline for
subrecipients and city projects to request a budget revision or a scope revision.
Pamela Steele made a motion to establish the August 7th deadline and Brianna
Skowera seconded the motion. The motion passed unanimously.
5. Old Business
A. Report of Current Expenses and Balances
Martha McCabe explained that the City has $196,000 of unobligated funds. She
advised that the City not undertake another competitive round of applications.
Martha McCabe questions who makes that decision of how the city will obligate
the remaining balance of funds. Brig explained that it is the council that will make
that decision but the task force should only make that recommendation when the
time comes. Brianna Skowera was in agreement with Brig.

7. Adjournment
Brianna Skowera made a motion to adjourn and Pamela Steele seconded the motion. The
motion passed unanimously and the meeting adjourned at 11:42 a.m.
