MINUTES AMERICAN RESCUE PLAN ACT TASK FORCE REGULAR MEETING OF AUGUST 14, 2024 Present: Pamela Steele; Diana Doyle; Brianna Skowera; Rev. Robyn Anderson; Cynthia Clegg; Christine Marques; Joseph Fazzino; Kevin Elak; Gene Nocera; Linda Salafia; Brig Smith; Bobbye Knoll Peterson; Benjamin Florsheim Public: Claire Collins 1. Call to Order Meeting was called to order at 11:12 a.m. 2. Public Comment None 3. Approval of Minutes Brianna Skowera made a motion to approve the minutes from the June 12, 2024 regular meeting minutes and Gene Nocera seconded the motion. The motion passed with 1 abstention by Cynthia Clegg. 4. New Business A. JDS Holdings, LLC Amendment Claire Collins explained that JDS Holdings made a request to extend their addendum to their agreement from December 31, 2024 to June 30, 2025 for the period of performance on their project. Discussion ensued as to if the request falls within federal guidelines, and explained that it does and an extension can be permitted up to December 31, 2026. Gene Nocera questioned if JDS Holdings would be securing the agreement with Dairy Queen and Claire confirmed that they will. Gene Nocera made a motion to approve the amendment and Brianna Skowera seconded the motion. The motion passed unanimously. B. NHCPA Riverbend Budget Revision Claire Collins informed the task force that NHCPA Riverbend requested a budget revision. She explained that they are requesting to purchase equipment and increase in cost of insurance, rather than the construction cost they previously budgeted for. More discussion ensued regarding the equipment that is being purchased by  NHCPA. Claire Collins explained that the equipment is for the venue and that the construction line has been zeroed out. Pamela Steele made a motion to approve the budget revision and Brianna Skowera seconded the motion. The motion passed unanimously. C. Oddfellows Budget Revision Claire Collins explained that Oddfellows budget revision request is to accommodate another position that is needed to maintain the operation of Oddfellows in 2024 and 2025, due to the managing director being out on medical leave. The budget revision is to increase the salaries and to decrease the fringe benefits. No motion was made nor seconded, however a vote was taken to pass the motion unanimously. 5. Old Business A. Report of Current Expenses and Balances Claire Collins explained that the remaining funds to be spent are $3,450,740.06. There are 7 subrecipients that will end their projects by December 31, 2024. There are 4 subs that will end their project by either June 30, 2025 or December 31, 2025. Another 5 more will end their projects by December 31, 2026. She also explained that they are working with Cross Street on their draw number 3. With all city projects and subrecipient projects, 57% of the total ARPA funding has been spent. Claire notified the task force that she will be conducting a webinar with subrecipients on September 3, 2024 to go over obligations. 6. Other 7.
