Middletown Public Schools -Board of Education Facilities Committee Meeting Minutes Held at the Board of Education Building, Room “A” on January 24, 2018 The meeting was called to order at 5:40 PM. Present: Chair Deborah Cain, Jim D’Antonio, Michael Harris, Cheryl McClellan and Sean King I. Introduction II. Review of December 20, 2017 Meeting Minutes Accepted by Deborah Cain and seconded by Jim D’Antonio. III. Future Woodrow Wilson Middle School Update The architect has been chosen and monies are being arranged. Michael Harris spoke about the financing and how the bond language states we need the letter for reimbursement. There are four (4) phases in architectural design which are 1) programming (includes feasibility and expectations), 2) schematic, preliminary designs, 3) design development and 4) design documentation (blueprints). Michael suggested that it is worth being cautious about choosing natural gas as a primary heating fuel because of the capture of the hydraulic fracturing (‘fracking’) wells depleted more rapidly than conventional wells, and all of the ‘easy’ and ‘cheap’ sources of natural gas have been exhausted. This implies that we are in a ‘bubble’ that will not last indefinitely. Chairperson Cain asked for more information on this. IV. Five-year Plan for District Air-Conditioners - will discuss in April 2018. V. Status of Middletown High School Fuel Cell We will obtain a copy of the Constellation bill from Josh Burger and discuss at a future meeting. VI. Macdonough School Heating Issues More information will be obtained after a meeting being held tomorrow. (continued) - Page 2 - VII. Keigwin Middle School Lighting Our electrician has been changing the lights throughout the district. If information about what is being removed, what is being installed as well as the cost of labor, he can submit an application for energy efficiency incentives from Eversource that could be as much as 40% of the total cost. VIII. Peak Response Rider (M. Harris) Michael Harris reviewed the agreement that he asked Superintendent Conner to sign enrolling the Board of Education in a “Cap Tag” management program. This program relies on the same demand response activities that the committee has discussed in the recent past and has the potential to reduce the cost of all of the electricity that is purchased from our third party supplier. We have a bundle package at $.896 cents per KW/ hour while the City pays $.796 which illustrates the potential reduction. IX. Miscellaneous Update on the spending of the Alliance Fund. The meeting adjourned at 6:19 PM accepted by Deborah Cain and seconded by Jim D’Antonio. The next meeting will be on Wednesday, February 21, 2018 and will be held at the Board of Education Building, Conference Room “A”. The following meetings will be on 03/21/18, 04/18/18, 05/16/18, 06/20/18, no meetings in July or August, 09/19/18, 10/17/18, 11/21/18, 12/19/18 and 01/16/19. Respectfully, Leslie A.
