City of Middletown Kevin Elak, Director of Health Department of Health 245 deKoven Drive Middletown, CT 06457 TEL: (860) 638-4960 FAX: (860) 638-1960 TDDL: (860) 344-3521 Middletown Board of Health Minutes from June 14, 2022 Meeting Present: Patricia DiStefano, Yvonne Joy, Linda Salafia, Aaron Roome, Reverend Robyn Anderson, Stan Opalacz, Kevin Elak, Jennifer Sparks Absent: Anthony Mangiafico Call To Order:  Meeting was called to order at 6:06 PM by Patricia DiStefano. Approval of Minutes:  Minutes for May 10, 2022. Motion by Stan Opalacz 2nd by Linda Salafia. Minutes approved. Public Hearing for Agenda Items:  None Directors Report:  Director of Health o Kevin Elak discussed Covid-19 rates in Middletown CT and that they are currently on the decline but will most likely rise again in the fall months. Kevin informed the board the FDA will be approving the Covid-19 vaccine for the 6 month and older population and boosters are now available for the 5-12 age group. Moderna is working to modify their vaccine formula. He stated the health department is still providing vaccines for homebound populations and Whiting Forensics. He discussed monkey pox, there have been no known cases in CT but we plan to be vigilant in monitoring for cases.  Division Report o Jennifer Sparks provided an update on environmental health, housing and emergency preparedness activities. Old Business: None New Business: The discussion and voting process for the 2022-2023 Public Health Block Grant: Pat DiStefano would like to award $4000.00 to Community Renewal Team, $2000.00 for Rent Assistance Support for YMCA’s Schwarz Men’s Residence, $2000.00 Odd Fellows After School Circus programs for Youth, $2000.00 MARC Community Resources Health & Wellness Garden Program and $2000.00 for Women’s and Families organization. Stan Opalacz would like to award $4000.00 to Community Renewal Team, $2000.00 for Rent Assistance Support for YMCA’s Schwarz Men’s Residence, $2000.00 Odd Fellows After School Circus programs for Youth, $2000.00 MARC Community Resources Health & Wellness Garden Program and $2000.00 for Women’s and Families organization. Aaron Roome would like to award $4000.00 to Community Renewal Team, $2000.00 for Rent Assistance Support for YMCA’s Schwarz Men’s Residence, $1000.00 Odd Fellows After School Circus programs for Youth, $1000.00 MARC Community Resources Health & Wellness Garden Program and $3000.00 for Women’s and Families organization. Yvonne Joy would like to award $4000.00 to Community Renewal Team, $1500.00 for Rent Assistance Support for YMCA’s Schwarz Men’s Residence, $2000.00 Odd Fellows After School Circus programs for Youth, $1500.00 MARC Community Resources Health & Wellness Garden Program and $3000.00 for Women’s and Families organization. Reverend Robyn Anderson would like to award $4000.00 to Community Renewal Team, $2000.00 for Rent Assistance Support for YMCA’s Schwarz Men’s Residence, $2000.00 Odd Fellows After School Circus programs for Youth, $2000.00 MARC Community Resources Health & Wellness Garden Program and $2000.00 for Women’s and Families organization Linda Salafia would like to award $3000.00 to Community Renewal Team, $2000.00 for Rent Assistance Support for YMCA’s Schwarz Men’s Residence, $2000.00 Odd Fellows After School Circus programs for Youth, $2000.00 MARC Community Resources Health & Wellness Garden Program and $3000.00 for Women’s and Families organization Anthony Mangiafico would like to award to $8000.00 for Women’s and Families organization and $4000.00 to Odd Fellows After School Circus programs for Youth. The Board of Heath vote was placed and the decision was made that $4000.00 would be awarded to the Community Renewal Team, $3000.00 to the Women’s and Families organization, $1,500 for Rent Assistance Support for YMCA’s Schwarz Men’s Residence, $2000.00 to Odd Fellows After School Circus programs for Youth and $1500.00 to MARC Community Resources Health & Wellness Garden Program.  Motion by Yvonne Joy 2nd by Pat DiStefano. Motion Passes.  Other:  Kevin Stated a budget request was made for the 2023-2024 Public Health Block Grant to raise the budget to $18,000 for this.  Kevin discussed the change to the City Charter regarding the terms a board member is permitted to serve. He stated Aaron Roome, Stan Opalacz and Patricia DiStefano’s terms would be up on July 1st. (This was later corrected in an email see attached).  Motion by Pat DiStefano to suspend July and August 2021 board of health meetings. 2nd by Stan Opalacz.
