Elak, MPH City of Middletown Director of Health Department of Health 245 deKoven Drive Middletown, CT 06457 TEL: (860) 638-4960 FAX: (860) 638-1960 TDDL: (860) 344-3521 Middletown Board of Health Minutes from May 9, 2023 Meeting Present: Reverend Robyn Anderson, Tanielle Davis, Patricia DiStefano, Kevin Elak, Brian Gartner Jr., Yvonne Joy, Anthony Mangiafico, Stan Opalacz, Linda Salafia Absent: None Guests: Julie Ackerman (CRT), Candace Crane (YMCA), David Godwin (Middletown Police), Nancy Isa (CRT), Marek Kozikowski (Director of Land Use), Bibi Rahamatullah (Columbus House), Dic Wheeler (Oddfellows) Call To Order:  Meeting was called to order at 6:01 PM by Patricia DiStefano. Approval of Minutes:  Minutes presented from April 11, 2023 meeting. Motion by Yvonne Joy, 2nd by Patricia DiStefano. All in favor. Motion Passes. Public Hearing for Agenda Items:  None Directors Report:  Director of Health o Director Elak introduced Tanielle Davis as the new Public Health Manager for the Middletown Health Department. Old Business:  Draft changes to Middletown Code of Ordinances Chapter 107 (Animals) o Brian Gartner, Jr. stated that the Commission on Conservation and Agriculture has failed to achieve a quorum to review and discuss proposed changes to Chapter 107. Their next scheduled meeting is on May 16th. New Business:  Applicants for the FY2023-2024 Public Health Block Grants gave brief presentations to the commissioners on details of proposed activities for the block grant funding. Commissioners were given the opportunity to ask questions.  Marek Kozikowski from the office of Land Use with the City of Middletown gave a presentation about the proposed Right to Farm Ordinance that his office is introducing to the Common Council for approval. The Office of The General Council asked that the proposed ordinance be reviewed and approved by the Board of Health Commission. o Pat DiStefano made a motion to approve the draft ordinance. 2nd by Rev. Robyn Anderson. All in favor. Motion passed. Other Business:  None Adjournment  Yvonne Joy made a motion to adjourn. 2nd by Rev. Robyn Anderson. All in favor. Motion passed.
