A. Call to Order - The meeting was called to order at 7:05 p.m.
B. Public Comment –No members of the public in attendance.
C. Approval of Minutes –On motion of J. Rumberger, seconded by G. Faulkner, the minutes
of the meeting held on November 20, 2019 were unanimously approved with one abstention
from M. Belyea.
D. Vote on Chair, Vice-Chair and Secretary of CAC –Ms. MacPherson reviewed the bylaws
of the Citizen’s Advisory Committee. Item B(1) outlines the Organization of the CAC and
states that each January a Chair person, Vice-Chair person and a Secretary need to be
selected. G. Daley nominated R. Pelletier for Chair which was unanimously approved.
Grady Faulkner was unanimously approved as Vice-Chair. The bylaws will be amended to
remove the selection of a Secretary. The secretary will instead be listed as the city staff
member assigned to the committee.
E. Vote on Meeting Schedule and Meeting Time –The Committee discussed the schedule
and time for the 2020 CAC Meetings. On motion of V. Szynkowicz, seconded by S. Fulton,
it was unanimously approved to hold the 2020 CAC Meetings on the Third Wednesday of
each month starting at 6:00 p.m.
F. Update on vacant seats: - Ms. MacPherson updated the Committee on vacant seats. The
Council had approved some members in the wrong seat category. This will be corrected at
the January, 2020 Council Meeting.
G. Other – Ms. MacPherson reiterated the poor response received to the Consultation
Questionnaire. The Consultation Questionnaire will help the committee establish priorities
that will be funded through CDBG for the next five years. M. Belyea suggested the
questionnaire be sent out through Survey Monkey. The Committee suggested that a letter
be sent from the Mayor indicating the importance of completing this survey. Ms.
MacPherson will give the introduction letter explaining the need for the questionnaire to be
completed along with the consultation questionnaire to B. Knoll for distribution.
Ms. MacPherson informed the committee that the notification of available funding needs to
be advertised. The committee suggested expanding the advertisement to include the
Community Access Channel; The Middletown Press; The Middletown Patch as well as The
Hartford Courant.
Ms. MacPherson stated that she will hold a training session on how to fill out the CDBG
Application. J. Rumberger offered to attend to explain the Davis Bacon Requirements on
construction projects.
Ms. MacPherson will forward the link to the National Objectives and Eligible Activities
Guideline provided on the HUD Website to the committee.
H. Adjournment – It was unanimously approved to adjourn the meeting at 8:04 p.m.
