Salafia Present C. Smith V. Szynkowicz Present Others Present: Councilman Ed McKeon A. Call to Order - The meeting was called to order at 6:14 p.m. B. Middlesex Community College – Extension of 2019 Grant –On motion of G. Daley, seconded by V. Szynkowicz, it was unanimously approved to extend the 2019 CDBG Grant to August 31, 2020. C. –Reallocation of 2019 CDBG Grant The City is now administering the Farmer’s Market, therefore, the allocation needs to change from NEAT to City of Middletown. On motion of G. Daley, seconded by J. Rumberger, it was unanimously approved to change the 2019 CDBG Allocation of $10,000 to the City of Middletown from North End Action Team for the same purpose of running a Farmer’s Market. D. Update of CARES Act Grant Awards – On motion of G. Daley, seconded by L. Salafia, it was unanimously approved to move the applications for 0 Degree Ice Cream and The Bridge to the council. E. Modification to Citizen’s Participation Plan – The modification to the plan was discussed and changes were outlined. On motion of G. Daley, seconded by G. Faulkner, the amendment to the Citizen’s Participation Plan was approved. F. Five-Year Consolidated Plan 2020-2024 – The consolidated plan was discussed with the committee. On motion of G. Daley, seconded by L. Salafia, the five-year consolidated plan for 2020-2024 was unanimously approved. M. Belyea noted that there is wording in the plan about buying land and with the growing need of food insecurity, this option should be explored. G. Other : Minutes April 23, 2020 –First, G. Daley, Second, G. Faulkner, Unanimously Approved Minutes June 17, 2020 – First, G. Daley, Second, L. Salafia, Unanimously Approved Minutes June 22, 2020 – First, G. Faulkner, Second V. Szynkowicz, Unanimously Approved L. MacPherson stated that the City is having a problem finding a space to have the Warming Center this year. J. Rumberger stated that he would check CHC Building locations for availability. H. Adjournment – On motion of L. Salafia, seconded by S.
