City of Middletown CLEAN ENERGY TASK FORCE MINUTES JANUARY 2, 2019 Present: Chair Jennifer Kleindienst, Jeff Hush, John Giuliano, Augie DeFrance, Councilwoman Deborah Kleckowski, Jeff Pugliese Dmitri D’Alessandro Absent: Councilman Gerry Daley, Anna Salo-Markowski Also Present: Christopher M. Holden, PE – Staff; Michael Harris, Camilla Zamboni, Jeff Murphy, Pat Burns 1. Chair Opens Meeting: The meeting opened at 6:30 P.M. Room B-19 City Hall 2. Approval of Minutes: The November 28, 2018 minutes were approved. Councilwoman Deborah Kleckowski moved approval and Augie DeFrance seconded, Jeff Pugliese and John Giuliano abstained. 3. Public Comment: None. 4. Presentation – Jeff Murphy of Wesleyan University: Wesleyan energy efficiency programs: successes and processes of paying for energy efficiency improvements and Eversource Partnership. 5. Old Business a) CHEER Update: CHEER associated with Middlesex Hospital through the Asthma Committee, with Catherine Rees. i. Courant article sent around. ii. Faith Jackson - talked with her about outreach opportunities iii. Two properties on Military Road, 83 and 90 are potential CHEER houses, CETF needs to vote to proceed. This would include a Health and Safety Audit. Augie DeFrance moved to proceed with these two locations and the printing of more brochures (see iv below), total of $900 approved – 2 @ $350 plus $200 for brochures. Councilwoman Deborah Kleckowski seconded, unanimous b) Woodrow Wilson Middle School Building Committee (WWMSBC) Update – ground coupled geothermal was voted down at the last meeting, moving forward with natural gas per John Giuliano. The committee is working on selecting a commissioning agent. c) Tabled discussion on mitigation and resiliency with Governor-elect Lamont. 6. New Business a. Energy Coordinator’s Report – Sent out report ahead of the meeting. b. Solar for all campaign with PosiGen – There will be a presentation by PosiGen regarding 100% solar. c. January 12 Saturday statewide event 10-2. Jeff Hush to attend. d. 100% Renewables Program – Bernie Pelletier will give a detailed presentation at the February meeting. 7.
