City of Middletown CLEAN ENERGY TASK FORCE MINUTES APRIL 7, 2021 Present: Chair Jennifer Kleindienst, Councilman Ed Ford, Jr. (arr. 6:39 pm), John Giuliano, Augie DeFrance, Dmitri D’Alessandro (dep. 7:00 pm), Anna Salo-Markowski, Jeff Pugliese, Ray Lumpkin Absent: Erin Dopfel, Michael Harris, Councilman Vincent Loffredo Also Present: Christopher M. Holden 1. Chair Opens Meeting: The meeting opened at 6:30 P.M. Via Webex 2. Approval of Minutes: A motion was requested to approve the March 3, 2021 meeting minutes. Augie Defrance made the motion, and was seconded by Anna Salo-Markowski, passed unanimously. 3. Public Comment: None 4. Presentation by Live Green – Municipal readiness for electric vehicles by Daphne Dixon. Chris Holden and Michael Harris will participate and will follow up with other departments via Mayor Ben to see who might be interested. 5. Old Business a. HeatSmart next steps – looking for volunteers. Kick off meeting on Monday. Augie and Ray participated in the meeting. Augie didn’t make the first meeting. Ray did make the meeting. June 1st will be the start of the program. Need to have a better understanding how all the different programs fit together. I Heart my Home, PACE (People’s Action for Clean Energy), and the volunteers would help brainstorm how to reach different portions of the community. Jeff Pugliese offered to help publicize via the Chamber. b. Building Committee + GCC 3/11 Meeting, Anna attended the General Counsel Commission meeting and will attend the next meeting. They will be looking for CETF representatives for the Veterans’ Pool committee. John Giuliano is willing to serve. Michael Harris and John Giuliano are both already on the school roofs committee. c. Beman Middle School Building Committee updates + opportunity for tour May 20, 5 PM, John Giuliano will confirm that the CETF members be participants in the tour. Some asbestos will be abated during the school vacation to keep the project moving. Jen, Dmitri, Anna, and Ray are all interested in attending the tour. d. Required HES/weatherization – can it be required as part of building projects? Erin will provide more information on home energy scores at the next meeting. Chris Holden to check if it can be added to the building codes and suggested reaching out to the Economic Development Committee about incentives. e. NRG Plant Update – None f. CHEER Update – None 6.
