COMMITTEE CONCERNING PEOPLE WITH DISABILITIES MEETING MINUTES
City of Middletown
61 Durant Terrace – Recreation/Community Service Building
April 2, 2019
6:00 PM
1. Members Present: Marty Knight/Chairperson, Joe Carta (via phone), Phil Cacciola, Elderrean Paules,
Richard Pelletier, Joe Bibisi and Keith Vinci.
Absent: Dr. Helen Evrard and August DeFrance
Staff Present: Catherine Lechowicz – Director of Recreation and Community Services
General Public: Zachary Forrester
2. Meeting Called to Order: Called to order at 6:01pm.
3. Public Hearing: none
4. Approval of Minutes: A motion to approve the meeting minutes of February 5, 2019, was made by
Phil Cacciola and seconded by Joseph Bibisi. The motion carries.
Departmental Reports:
Elderrean Paules stated that they had a wonderful Mardi Gras party at Monarca Place. The
building is at capacity. A discussion ensued.
Richard Pelletier stated that the middle school project is moving right along. They received
approval from the Planning and Zoning Commission. A discussion ensued.
Phil Cacciola stated that the bump outs project will be started next week on Main Street. The
bump outs will make the street narrow but the crosswalk will be easier to walk and will be shorter
to cross. Phil suggested that the Committee should walk Main Street once they have been
installed. A discussion ensued.
Joe Bibisi stated that the warming center is closed. It closed on March 31st. The center housed
about 35 people per night. A discussion ensued.
Joe Carta did not have anything to report.
Keith Vinci stated that there is a lot of juggling going on with the laws that have been submitted.
There is difficulty getting these laws passed. A discussion ensued.
Cathy Lechowicz reported on the Municipal Agent. Laura fielded 173 general questions and there
were 7 ADA related inquiries. There was a worker from City Hall who is temporarily in a
wheelchair that was having issues with the automatic door opening and also getting stuff on a lip
on the ramp. A discussion ensued.
Marty Knight stated that this year there are no committee members with terms expiring. In the
year 2020, there will be 4 members with terms expiring. A discussion ensued.

Adjournment: A motion of adjournment was made by Joseph Bibisi and was seconded by Richard
Pelletier . The motion carried unanimously. The meeting adjourned at 6:22 pm.
