COMMITTEE CONCERNING PEOPLE WITH DISABILITIES MEETING MINUTES
City of Middletown
61 Durant Terrace – Recreation/Community Service Building
June 4, 2019
6:00 PM
1. Members Present: Marty Knight/Chairperson, Joe Carta (via phone), August DeFrance, Phil Cacciola,
Elderrean Paules, Richard Pelletier, Joe Bibisi, and Keith Vinci.
Absent: Dr. Helen Evrard
Staff Present: Catherine Lechowicz – Director of Recreation and Community Services
General Public: none
2. Meeting Called to Order: Called to order at 6:01pm.
3. Public Hearing: none
4. Approval of Minutes: A motion to approve the meeting minutes of May 7, 2019, was made by
Joseph Bibisi and seconded by August DeFrance. The motion carries.
Departmental Reports:
Elderrean Paules stated that there will be a pot luck on the 16th of this month at Monarca Place. A
discussion ensued about heating and air conditioning.
Richard Pelletier stated that there is a special meeting scheduled for the 13th so that they can pick
the lowest bidders and get the project started with demolition. The schedule will be very tight
because they want to start immediately after school lets out for the year. A discussion ensued.
August DeFrance stated that he has nothing to report because all of the meetings have been
cancelled.
Joe Carta stated that he was able to attend a softball game at Pat Kidney field and that it was very
easy for him to get around. A discussion ensued.
Joseph Bibisi stated that he did not have anything to report.
Phil Cacciola stated that he felt that they did a great job at Pat Kidney field. He also stated that he
met with Joe Samolis about the bumpouts. Cathy stated that she also spoke with Joe Samolis
about the issues with the bumpouts for a person who is disabled. They have moved the
handicapped parking spots to the middle of the span of the sidewalks so that there is space to get
out of the car. The walk signals will remain where they traditionally were. A discussion ensued.
Keith Vinci stated that the law that is made to promote the same standard position of interpreting
services for the state is going through the session right now. This will help get more interpreters
certified which will help those that have been affected by the state cuts. A discussion ensued.
Cathy Lechowicz reported on the Municipal Agent. Laura fielded 149 general questions and there
were no new ADA issues. August DeFrance stated that Doctor Joe Havilcek has compiled a list of
ADA issues at City Hall. Cathy asked why this list wasn’t given to Laura. Phil mentioned that the
committee will not be meeting over the summer. The next meeting is set for September 10th
which will be a day of voting in a primary. Cathy will reach out to the registrar’s office to make
sure that everything is all set and ask about moderator training. A discussion ensued.
Marty Knight stated that he did not have any business to discuss.

Adjournment: A motion of adjournment was made by Joseph Bibisi and was seconded by Phil
Cacciola. The motion carried unanimously. The meeting adjourned at 6:24 pm.
