COMMITTEE CONCERNING PEOPLE WITH DISABILITIES MEETING MINUTES City of Middletown 61 Durant Terrace – Recreation/Community Service Building November 5, 2019 6:00 PM 1. Members Present: Marty Knight/Chairperson, Phil Cacciola, Elderrean Paules, August DeFrance & Richard Pelletier. Absent: Joe Carta, Dr. Helen Evrard, Keith Vinci and Joseph Bibisi Staff Present: Catherine Lechowicz – Director of Recreation and Community Services General Public: none 2. Meeting Called to Order: Called to order at 6:01pm. 3. Public Hearing: none 4. Approval of Minutes: A motion to approve the meeting minutes of October 1, 2019, was made by Phil Cacciola and seconded by August DeFrance. The motion carries. Elderrean Paules abstained. Departmental Reports:  Elderrean Paules stated that there is a new resident on the first floor of Monarca Place. A discussion ensued.  August DeFrance stated that there was a meeting and they are getting all new plans for the boathouse. They will have another meeting in November. A discussion ensued.  Richard Pelletier stated that he is now on the sub-committee of the junior high school committee. The committee will be responsible for checking invoices before they are paid. They are unsure whether or not Mary Bartolotta will continue to be chairperson for the committee. A discussion ensued.  Phil Cacciola asked how voting went for everyone today. Marty had a good experience. Ellie had 2 women that were helping her and they did not seem to know what they were doing. A discussion ensued. We need to watch the bump outs during the winter snow cleanup. Public Works should be reminded that the bump outs should be clear of snow. A discussion ensued. There was also a discussion about the ice skating rink at Veterans Park. Phil asked if it will be accessible. A discussion ensued.  Cathy Lechowicz reported on the Municipal Agent. Laura fielded 204 general questions and there were 2 that was ADA related. There is 1 that is related to someone on the Planning and Zoning commission that has just had a baby prematurely. She requested an accommodation. Richard explained the situation in detail. A discussion ensued. The 2nd issue is regarding a home owner association and a resident that wants her dog off leash without being a service dog. She is claiming that she is disabled but her doctor will not write her a note indicating this. A discussion ensued.  Marty Knight stated that, in past Mayoral elections, the City’s new Mayor has been invited to the December CCPD meeting. The committee has decided that they would like to invite the new Mayor to the upcoming December CCPD meeting. Richard Pelletier made a motion to invite the new Mayor to the December CCPD meeting. It was seconded by August DeFrance and passed unanimously. A discussion ensued. Old Business New Business: Miscellaneous: Adjournment: A motion of adjournment was made by August DeFrance and was seconded by Elderrean Paules. The motion carried unanimously.
