COMMITTEE CONCERNING PEOPLE WITH DISABILITIES MEETING MINUTES
City of Middletown

October 5, 2021
6:00 PM
1. Members Present: Marty Knight/Chairperson, Phil Cacciola, Richard Pelletier, Elderrean Paules,
Joseph Bibisi, Joe Carta (Via Webex), August DeFrance (Via Webex).
Absent: Tateisha Perry, Keith Vinci
Staff Present: Catherine Lechowicz – Director of Recreation and Community Services
General Public: none
2. Meeting Called to Order: Called to order at 6:03pm.
3. Public Hearing:
4. Approval of Minutes: A motion to approve the meeting minutes of September 14, 2021, was made
by Phil Cacciola and seconded by Joe Bibisi. The motion carries.
Departmental Reports:
Elderrean Paules stated that there was some sad news to report as one of the tenants was found
deceased in his apartment. The heat is being turned on this week and they are getting estimates for
a generator for the building. They are hoping to have a generator installed by the spring. A
discussion ensued.
Phil Cacciola stated that he has nothing to report.
Joseph Bibisi stated that he has nothing to report. He has a meeting next week where he will get
new information on the warming center.
Richard Pelletier gave an update on the Beman School and everything is now running and operational.
There is some conversation about the plaque for the Building Committee. There is a teacher who is
complaining about the projector but there will be a new white board put in. There was also discussion
about other things happening in the building.
August DeFrance stated that his Boathouse September meeting was cancelled but there will be another
meeting on October 20th. They are waiting for a decision from the Mayor and Common Council regarding
the additional funding that they are requested for a 40% design for the boat houses. They are hoping to
have the funding available.
Joe Carta stated that he has nothing to report.
Cathy stated there were no significant ADA issues to report. There was a discussion of an issue
with the bus arm blocking the handicapped parking at the Beman school for Palmer filed. Unless
the arm goes up, during the weekends, they handicapped parking spaces will be blocked and will
not be accessible. A discussion ensued.

The CCPD meeting in November will be held on Election Day. It is anticipated that this election
will be a small turnout. The polling places need to be accessible. Cathy will be reaching out to
the Registrar’s office pertaining to this issue.
Adjournment: A motion of adjournment was made by Phil Cacciola and was seconded by Joe Bibisi.
The motion carried unanimously. The meeting adjourned at 6:17 pm.
