SPECIAL MEETING OF THE COMMON COUNCIL MIDDLETOWN, CONNECTICUT September 9, 2010 Special Meeting A community meeting of the Common Council of the City of Middletown was held in the gym of Macdonough School, on Thursday, September 9, 2010 at 7 p.m. Present Deputy Mayor Joseph E. Bibisi, Council Members Thomas J. Serra, Vincent J. Loffredo, Ronald P. Klattenberg, Philip J.. Pessina, Gerald E. Daley, Robert P. Santangelo, Hope P. Kasper, James B. Streeto, Deborah A. Kleckowski, and David Bauer, Sergeant-at-Arms Acting Chief of Police Patrick McMahon, and Council Clerk Marie O. Norwood. Absent Mayor Sebastian N. Giuliano, Council Members Hope Kasper, Grady L. Faulkner, Jr. and Corporation Counsel William Howard. Also Present Two members of the public. Meeting Called to Order Deputy Mayor Bibisi called the meeting to order at 7:01 p.m. and leads the recitation of the Pledge of Allegiance. Call of Meeting Read The Call of Meeting was read and accepted. Deputy Mayor Bibisi declares the Call a Legal Call and the Meeting a Legal Meeting. Public Comment Opens The Acting Chair opens public comment on items under the jurisdiction of the Common Council at 7:02 p.m. He asks if there are any members of the public wishing to speak. Susan Thomas, Catherine Street, discusses noise in her neighborhood and the parking of towing vehicles in the driveway of her neighbor. There is a towing business, Charles Morano, who has it on Johnson Street, but has commercial vehicles at Catherine Street; he parks his car hauler and two tow trucks at his home and he wakes her up because he takes the two trucks out from his house when he gets calls to tow vehicles. He has two cruisers and they ask why he canìt park a car at his home and drive to his business to get his tow truck. On September 6 at 5 a.m. she was awakened with a tow truck and on September 7, at 1:30 a.m. It is a residential neighborhood; what are the regulations. He has repair plates on his vehicles. He doesnìt have private citizen vehicle plates. Councilman Daley states they have plates; they are registered. Ms Thomas responds they are repair plates, on two cruisers and two trucks. It is a hazard for a fire truck. Councilman Pessina asks if the police were called. Ms Thomas responds yes; the were in touch with Planning and Zoning and Motor Vehicles. She states she called the police, but was told she has to call when she is awakened. Councilman Serra asks if she was in touch with Bruce Driska; she responds yes and was told he can have any type of cars there. There is no regulation. Councilman Daley states on East Mountain Road, there was a tractor trailer driver and he brought those home and parked and he was told the same thing. They cannot conduct their business there. Councilman Streeto states there is a noise control ordinance; he asks who is in charge. Councilman Pessina responds the Police Department. Councilman Streeto states take it up with the Police if it is a lot of noise. Councilman Daley reiterates they cannot run their business from their home. Chief McMahon states you have to call when it happens. Councilman Santangelo states they have had these complaints and the Police try to work out a compromise. They wonìt go to give a citation, but to see if they would be reasonable. Ms Thomas states her request is to have one car there and leave the equipment on Johnson Street. Councilman Pessina September 9, 2010 Common Council Meeting Page 2 asks the Chief if there is a community policing officer in the north end. The Chief states he will give the name and address to Ms Thomas. Councilman Pessina states contact the Chief and he will tell l you who the community policing officer is and he will be able to facilitate a meeting between you and the business owner to come to a solution. Public Comment Closes The Chair asks if there are any other comments from the public; seeing none he closes public comment at 7:11 p.m. Motion to Adjourn Councilman Bauer moves to adjourn the meeting and is seconded by Councilman Pessina.
