SPECIAL MEETING OF THE COMMON COUNCIL
MIDDLETOWN, CONNECTICUT
MARCH 8, 2012
Special Meeting A community meeting of the Common Council of the City of Middletown was
held in the Council Chamber on Thursday, March 8, 2012 at 7 p.m.
Present Deputy Mayor Robert Santangelo, Council members Thomas J. Serra, Ronald
P. Klattenberg, Gerald E. Daley, Hope P. Kasper, Grady L. Faulkner, Jr., Philip
J. Pessina, Linda Salafia, Deborah Kleckowski and Corporation Counsel Daniel
B. Ryan.
Absent Mayor Daniel T. Drew, Council Members Mary A. Bartolotta and Todd G.
Berch.
Also Present Eight members of the public
Meeting Called to Order The Deputy Mayor calls the meeting to order at 7:04 p.m. and asks
Councilman Serra to lead the public in the Pledge of Allegiance.
Call of Meeting Read The Call of Meeting was read and accepted. Deputy Mayor Santangelo
declares the Call a Legal Call and the Meeting a Legal meeting.
Public Comment Opens The Acting Chair opens public comment on items under the jurisdiction of
the Common Council at 7:05 p.m.
Peter Hildebrand and John Pegenetti wanted to introduce a resolution that
the City of Middletown would pass regarding the Citizens United with
communities across America in protecting our republic from the corrupting
effects of well-financed interest. They would like to see that the power stays
in the hands of the people. They will be really excited to see if Middletown
would join in the ranks. They would like to see 1. Corporations should not
enjoy the Constitutional rights of human beings; 2. All public elections must
be publicly funded; 3. Independent political spending must be limited and
made transparent.
Councilwoman Kleckowski asks for a copy of the proposed resolution. Mr.
Hildebrand hands out a copy and the Acting Council Clerk has a copy for the
record.
Councilman Daley supports some of the wording on the resolution, but feels
that the wording is a bit harsh.
Councilman Pessina is working with Councilman Berch which have already
met with Peter and John. They are working on a bi-partisan resolution.
Hopefully will be submitted in April.
Councilman Faulkner asks where the gentlemen live. Peter responds he lives
at 563 Millbrook Road and John lives at 139 Liberty Street in Middletown, CT
Public Comment Closes The Acting Chair closes the public hearing at 7:11 p.m.
Motion to Adjourn Councilman Serra moves to adjourn and Councilwoman Kasper seconds. The
Acting Chair declares the meeting adjourned at 7:11 p.m.
