REGULAR MEETING OF THE COMMON COUNCIL
MIDDLETOWN CONNECTICUT
FEBRUARY 3, 2015
Special Meeting:
The Special meeting Questions to Directors of the Common Council of the City of Middletown was held
in the Council Chamber of the Municipal Building on Monday, February 2, 2015 postponed to Tuesday,
February 3, 2015 at 6 p.m.
Present:
Mayor Daniel T. Drew, Councilwoman Hope P. Kasper, Councilman Robert P. Santangelo, Councilman
Carl R. Chisem, Councilman Gerald E. Daley, Councilman James B. Streeto, Councilman Sebastian N.
Giuliano, Councilwoman Sandra Russo Driska, Councilwoman Deborah A. Kleckowski
Absent:
Corporation Counsel Daniel B. Ryan, Councilman Thomas J. Serra, Councilwoman Mary A. Bartolotta,
Councilman Grady L. Faulkner, and Councilman David Bauer.
Also Present:
Public Works Director William Russo, Finance Director Carl Erlacher, Acting Director of IT Eldon Bailey,
Water and Sewer Director Guy Russo, Parking Director Geen Thazhampallath, City Attorney Brig Smith,
Chief of Police William McKenna, Acting Parks and Recreation Acting Director Deb Stanley, Tax
Assessor Damon Braasch, Fire Chief Robert Kronenberger, Deputy Director of Communications Joseph
Kronenberger, Planning, Conservation and Development Director Michiel Wackers, Director of Human
Relations Faith Jackson Arts Coordinator Stephan Allison, City and Town Clerk Linda Bettencourt,
Emergency Management Director George Dunn, Russell Library Director Arthur Meyers, Youth Services
Coordinator Justin Carbonella, Joseph Samolis Administrative Aide to the Mayor and seven members of
the public.
1. Mayor calls meeting to order at 6 p.m.
The Chair calls the meeting to order at 6:01 p.m.
(Pledge of Allegiance)
The Chair leads the public in the Pledge of Allegiance.
(Council Clerk Reads the Call of the Meeting and Mayor declares call a legal call and
meeting a legal meeting.)

2. Questions to Directors Opens
The Chair opens questions to directors at 6:02.Councilman Giuliano asks to address questions to
the City Attorney, Brig Smith. General Counsel comes forward. Councilman Giuliano asks on
ordinance section 74-9 that you reviewed the ordinance and how were we. Atty Smith responds
we would enforce if a problem is detected; you would bring it to our attention. The mechanism is
the same. Councilman Giuliano states there is no change under the current ordinance. Atty.
Smith replies it says thou shalt not, but there is nothing about what if it occurs.
Councilman Kasper asks about parking spaces at the Middlesex Garage. Atty. Smith replies it is
374 spaces and he didn't see anything further than what was discussed at the Finance and
Government Meeting. He did not see anything in the document trail that would change that.
3. Questions to Directors Closes.
The Chair, hearing no further comments closes the public hearing at 6:05 p.m.
4. Meeting adjourned.
Councilman James B. Streeto moves to adjourn the meeting. Councilman Sebastian N. Giuliano
seconds the motion. The chair calls for the vote. It is 8 aye votes by Councilwoman Hope P.

Kasper, Councilman Robert P. Santangelo, Councilman Carl R. Chisem, Councilman Gerald E.
Daley, Councilman James B. Streeto, Councilman Sebastian N. Giuliano, Councilwoman Sandra
Russo Driska, Councilwoman Deborah A. Kleckowski; 0 nay votes by no one and 4 absent by
Councilman Thomas J. Serra, Councilwoman Mary A. Bartolotta, Councilman Grady L. Faulkner,
Jr., Councilman David Bauer. The Chair states the matter carried with 8 affirmative votes, 0 in
opposition and 4 absent. The meeting is declared adjourned at 6:05 p.m.
