SPECIAL MEETING OF THE COMMON COUNCIL MIDDLETOWN CONNECTICUT JANUARY 12, 2017 The Special meeting of the Common Council of the City of Middletown was held in the Council Chamber of the Municipal Building on Thursday, January 12, 2017 at 7 p.m. meeting Present Deputy Mayor Robert P. SantangeloCouncilman Gerald E. Daley, Councilman Robert Blanchard, Councilman Sebastian N. Giuliano, Councilman Philip J. Pessina, Councilwoman Deborah Kleckowski, Councilwoman Linda Salafia and Common Council Clerk Marie O. Norwood. Absent Mayor Daniel T. Drew; Councilman Eugene Nocera, , Councilman Thomas J. Serra, Councilwoman Mary A. Bartolotta, Councilman Carl R. Chisem, Councilman Grady L. Faulkner, Jr., and Corporation Counsel Daniel B. Ryan Also Present Five member of the public 1. Mayor calls meeting to order at 7 p.m. The Acting Chair calls the meeting to order at 7:02 p.m. and leads the public in the Pledge of Allegiance. The Clerk reads the call of the meeting; the Acting Chair declares the call a legal call and the meeting a legal meeting. Noted for the Record Councilman Daley and Councilwoman Salafia take their seats at 7:02 p.m. 2. Public Comment Opens The Acting Chair opens the public comment at 7:03 p.m. and asks if there are any members of the public who wish to address the Council. William Prevatte, 220 Newfield Street, Apt 307 addresses his State budget concerns regarding funding for the Department of Developmental Services. Mr. Prevatte reads his remarks into the record. Councilman Daley asks the Council indulgence to explain, this is the City Council and it is helpful for you to come and educate us about the concerns you have; but it is not within the power of the Council to offer funding for the services. The City of Middletown has been on the leading edge for protecting the services of disabled individuals. Middletown is the first to service people with disabilities at our shelters when they are opened. I have a good appreciation of the great work that DDS does and hopefully the state legislature will find a way to provide these resources. Daniel Penney Middletown. Point of clarification. Is there any agenda items Councilman Daley responds this meeting is for the public. Noted for the Record Councilwoman Kleckowski takes her seat at 7:10 p.m. Mr. Penney states he is proud of Public Works people who worked during the first snow storm; the did an excellent job, especially in the South Farms area. Chair Santangelo asks if there are any further comments from the public. 3. Public Comment Closes Chair Santangelo closes public comment and asks for a motion to adjourn. 4. Meeting adjourned Councilman Daley moves to adjourn and is seconded by Councilman Giuliano. The vote is called and it is unanimous with nine aye votes to adjourn.
