DRAFT MINUTES
The Special Meeting, the Questions to Directors Workshop of the Common Council of the City of Middletown, was
held in the Council Chamber of the Municipal Building on Monday, October 1, 2018, at 6:00 p.m.

1. Call to Order
Acting Chair, Deputy Mayor Robert Santangelo, calls the meeting to order at 6:05 p.m. and leads the public
in the Pledge of Allegiance.
The Clerk reads the Call of the Meeting and Deputy Mayor Santangelo declares the call a legal call and the
meeting a legal meeting.
2. Questions to Directors Opens
The Chair calls on Councilman Sebastian Giuliano.
Councilman Giuliano asks Technology Services Director Bryan Skowera to the podium regarding Item 7B,
the appropriation for updating the GIS System update. Councilman Giuliano asks Director Mr. Skowera if
he anticipates more projects like this in the coming year.
Director Skowera replies that he expects an ongoing project over the next several years. He explains that
the City has not invested in the GIS system for the past 3 to 4 years, which is why they are so far behind in
the updates for the parcels as well as for zoning updates. He states that, in the future, they can start
budgeting for this work.
Councilman Giuliano notes that Director Skowera has anticipated his next question: Is this work something
that, if there will be future projects like this, will either be budgeted or will he come forward with a CNR plan.
Director Skowera replies that they would likely budget for the work within the general fund proposal each
year.
Councilman Giuliano replies that would be a better way to handle it, noting that, this time, they are doing
an appropriation; however, going forward, and knowing that these things are coming, we need to be sure
that they are all on the same page.
The Chair asks if there are any other questions. The Chair calls on Councilman Eugene Nocera.

Councilman Nocera calls Water & Sewer Director Joseph Fazzino to the podium. He asks Director Fazzino
to speak to Resolution 10B, creating a line item for $500,000 for FY 2019 CNR funds. He asks specifically
for an update.
Director Fazzino explains that every year a CNR is prepared. The CNR for Water & Sewer has been
approved by the Water Pollution Control Authority (WPCA). He explains that under consideration tonight is
the Water & Sewer CNR for FY 2019, noting it is recommended by WPCA to move forward. In that budget,
he explains that he originally planned for $350,000; however, after meeting with staff and reviewing the
various line items, they determined that they needed $500,000. He explains that they have an appropriation
for $150,000 to transfer from the Water Fund Balance into the newly created CNR line item, which will cover
the costs without any effect on their budget,
Councilman Nocera adds that it was unanimously approved. Director Fazzino replies, “Correct.”
Councilman Nocera states (inaudible). Director Fazzino replies, “That is correct.”
The Chair asks if there are any other questions. There are none.
3. Questions to Directors Closes
The Chair states that, there being no further questions, the Questions to Directors session is closed.
Questions to Directors closes at 6:10 P.M.
4. Meeting adjourned
Councilman Sebastian Giuliano moves to adjourn. Councilman Carl Chisem seconds the motion. The Chair
calls for the vote. It is unanimously approved with five (5) aye votes. The Chair states the motion passes
unanimously. The meeting is adjourned at 6:10 p.m.
