DRAFT MINUTES
The Special Meeting of the Common Council of the City of Middletown as held in the Council Chamber of
the Municipal Building on Monday, April 16, 2019, at 6:00 PM. This meeting is the second of three (3)
scheduled budget workshops for the proposed FY 2019-2002 budget.

A. CALL TO ORDER: Councilman Robert Santangelo is serving as Chair for this budget workshop. He
calls the workshop to order at 6:00 PM. The Councilmember and members of the audience recited
the Pledge of Allegiance.
B. PROPOSED DEPARTMENT BUDGETS
1. Old Burying Grounds
Old Burying Grounds representative August DeFrance presented the budget and
responded to questions asked by the Councilmembers, as needed.
2. Council of Veterans
Commander John DiMauro and Philip Cacciola presented the budget and responded to
questions asked by the Councilmembers, as needed.
3. Parking Department
Parking Department Director, Geen Thazhampallath, Esq. presented the budget and
responded to questions asked by the Councilmembers, as needed.
4. Office of Equal Opportunity & Diversity Management
Office of Equal Opportunity & Diversity Management Director Faith Jackson presented the
budget and responded to questions asked by the Councilmembers, as needed.
5. Transit District
Transit District Director Lisa Seymour presented the budget and responded to questions
asked by the Councilmembers, as needed.
6. Legal Department/ Office of General Counsel
General Counsel Brig Smith, Esq., presented the budget and responded to questions
asked by the Councilmembers, as needed.
7. Public Works/ Parks Department
Public Works Director William Russo presented the budget. Mr. Russo and Energy
Coordinator Michael Harris responded to questions asked by the Councilmembers, as
needed.
C. MEETING ADJOURNED
There being no further discussion on the budget, the Chair states that he will entertain a motion to
adjourn.
Councilman Grady Faulkner moves to adjourn. Councilman Robert Blanchard seconds the motion.
There being no discussion, the Chair calls for the vote. It is approved unanimously with 11 aye
votes. The Chair states the matter passes with 11affirmative votes.
The meeting is adjourned at 7:45 PM.
