SPECIAL MEETING OF THE COMMON COUNCIL MIDDLETOWN CONNECTICUT FY 2019-2020 BUDGET WORKSHOP APRIL 22, 2019 6:00 PM DRAFT MINUTES The Special Meeting of the Common Council of the City of Middletown as held in the Council Chamber of the Municipal Building on Monday, April 22, 2019, at 6:00 PM. This meeting is the third of three (3) scheduled budget workshops for the proposed FY 2019-2002 budget. Present: Councilwoman Mary Bartolotta Councilman Sebastian Giuliano Councilman Robert Blanchard Councilman Deborah Kleckowski Councilman Carl Chisem Councilman Eugene Nocera Councilman W. Vance Cotton Councilwoman Philip Pessina Councilman Gerald Daley Councilman Linda Salafia Councilman Grady Faulkner, Jr. Councilman Robert Santangelo Also Present: Dr. Joseph Havlicek, M.D., Director – Health Department Kevin Elak, Acting Manager -- Health Department Hon. Joseph Marino, Esq. – Probate Court Judge Kathy Lefkowitz, Director -- Recreation & Community Services David Bauer, Registrar of Voters Lisa Santangelo, Registrar of Voters Joseph Samolis, Director – Office of Planning, Conservation & Development Justin Carbonella, Director – Youth Services Dr. Michael Conner. Ed.D. – Superintendent of Schools Dr. Enza Macri, Associate Superintendent of Schools Christine Bourne, Board of Education – Board of Education -- Business Office Cheryl Walcott, Board of Education – Board of Education -- Business Office Amy Clarke, Board of Education -- Director of Pupil Personnel & Special Education Marco Gaylord, Board of Education -- Director of Operations & Fine Arts Michele DiMauro, Board of Education -- Manager of Human Resources Sergeant-at-Arms -- Middletown Police Officer A. CALL TO ORDER: Councilman Robert Santangelo is serving as Chair for this budget workshop. He calls the workshop to order at 6:00 PM. The Councilmember and members of the audience recited the Pledge of Allegiance. B. PROPOSED DEPARTMENT BUDGETS 1. Health Department Health Department Director Dr. Joseph Havlicek, M.D. and Acting Health Department manager Kevin Elak presented the budget and responded to questions asked by the Councilmembers, as needed. 2. Probate Court Probate Judge, The Hon. Joseph Marino, Esq., presented the budget and responded to questions asked by the Councilmembers, as needed. 3. Recreation & Community Services Recreation & Community Services Director Kathy Lefkowitz presented the budget and responded to questions asked by the Councilmembers, as needed. 4. Lower Connecticut River Valley Council of Governments Planning, Conservation & Development Director Joseph Samolis presented the budget and responded to questions asked by the Councilmembers, as needed. 5. Planning, Conservation & Development; Zoning Board of Appeals Planning, Conservation & Development Director Joseph Samolis presented the budget and responded to questions asked by the Councilmembers, as needed. 6. Youth Services Youth Services Coordinator Justin Carbonella presented the budget and responded to questions asked by the Councilmembers, as needed. April 22, 2019 SPECIAL COMMON COUNCIL MEETING – BUDGET WORKSHOP Page 2 7. Board of Education Superintendent of Schools Dr. Michael Conner, Ed.D. presented the budget. Dr. Conner responded to questions asked by Councilmembers, as needed. Dr. Conner was assisted by his staff: Dr. Enza Macri, Associate Superintendent of Schools, Christine Bourne, Business Office, Cheryl Walcott, Business Office, Amy Clarke, Director of Pupil Personnel & Special Education, Marco Gaylord, Director of Operations & Fine Arts, and Michele DiMauro, Manager of Human Resources C. MEETING ADJOURNED There being no further discussion on the budget, the Chair states that he will entertain a motion to adjourn. Councilman Grady Faulkner moves to adjourn. Councilwoman Linda Salafia seconds the motion. There being no discussion, the Chair calls for the vote. It is approved unanimously with 11 aye votes. The Chair states the matter passes with 11affirmative votes. The meeting is adjourned at 9:10 PM. ATTEST: LINDA S.K.
