Public Comment Closes 4. Executive Session A. Motion for the Common Council to Convene in Executive Session for the Purpose of Interviewing Consultant for the City’s Recently Approved Charter Revision Process B. Motion to Invite into Executive Session: Attorney Steven Mednick, Attorney Daniel Ryan, and Clerk of the Common Council Linda Reed 5. Return to Public Session 6. Resolution A. Approving that Section 78-10, “Contracts for Professional Services” of Chapter 78 of the Middletown Code of Ordinances be waived to allow the hiring of an outside law firm, consultant, or professional organization to assist with the Charter Revision process, as authorized by the Common Council in Resolution No. 62-20, approved September 8, 2020; that a subcommittee of the Common Council, consisting of the Common Council leadership – Majority Leader Councilman Eugene Nocera, Deputy Majority Leader Councilman Grady Faulkner, Jr., Minority Leader Councilman Philip Pessina, and Deputy Minority Leader Councilman Anthony Gennaro, Sr. – and Councilman Vincent Loffredo, who serves as Deputy September 24, 2020 COMMON COUNCIL – SPECIAL MEETING Page 2 Mayor, collectively be appointed to develop and negotiate the proposed scope of legal services to be performed by said law firm, consultant, or professional organization; that this subcommittee be authorized to sign an agreement on behalf of the Common Council to retain such outside law firm, consultant, or professional organization; and that a majority of the signatures of said subcommittee shall suffice to authorize such agreement. 7.
